En este libro se analizan los factores institucionales que inciden en la toma de decisiones de política pública a nivel territorial, y se indaga sobre los determinantes de la gobernanza en los sistemas regionales de ciencia, tecnología e innovación (CTel), a partir de un estudio cualitativo de Risaralda, Huila y Chocó, con enfoque bottom-up. Se argumenta que dichos factores tienen explicación en la alineación vertical. en términos de la adecuada relación entre los objetivos, los instrumentos y los problemas, necesidades y oportunidades locales. Como resultado, se observa una alineación vertical parcial, con avances considerables en la identificación de los problemas y objetivos, pero con retos importantes en la definición de instrumentos que permitan operativizar y materializar sus políticas de CTel, lo que demuestra la relación directa entre la consistencia y madurez de los esquemas de gobernanza con sus niveles de desempeño y capacidades institucionales en esta materia.

Its long-term sustainability is not a given. The heart of Rodrik’s argument is a fundamental 'trilemma': that we cannot simultaneously pursue democracy, national self-determination, and economic globalization. Give too much power to governments, and you have protectionism. Give markets too much freedom, and you have an unstable world economy with little social and political support from those it is supposed to help.
