En este libro se analizan los factores institucionales que inciden en la toma de decisiones de política pública a nivel territorial, y se indaga sobre los determinantes de la gobernanza en los sistemas regionales de ciencia, tecnología e innovación (CTel), a partir de un estudio cualitativo de Risaralda, Huila y Chocó, con enfoque bottom-up. Se argumenta que dichos factores tienen explicación en la alineación vertical. en términos de la adecuada relación entre los objetivos, los instrumentos y los problemas, necesidades y oportunidades locales. Como resultado, se observa una alineación vertical parcial, con avances considerables en la identificación de los problemas y objetivos, pero con retos importantes en la definición de instrumentos que permitan operativizar y materializar sus políticas de CTel, lo que demuestra la relación directa entre la consistencia y madurez de los esquemas de gobernanza con sus niveles de desempeño y capacidades institucionales en esta materia.

For a century, economists have driven forward the cause of globalization in financial institutions, labour markets, and trade. Yet there have been consistent warning signs that a global economy and free trade might not always be advantageous. Where are the pressure points? What could be done about them? Dani Rodrik examines the back-story from its seventeenth-century origins through the milestones of the gold standard, the Bretton Woods Agreement, and the Washington Consensus, to the present day. Although economic globalization has enabled unprecedented levels of prosperity in advanced countries and has been a boon to hundreds of millions of poor workers in China and elsewhere in Asia, it is a concept that rests on shaky pillars, he contends. Its long-term sustainability is not a given. The heart of Rodrik’s argument is a fundamental 'trilemma': that we cannot simultaneously pursue democracy, national self-determination, and economic globalization. Give too much power to governments, and you have protectionism. Give markets too much freedom, and you have an unstable world economy with little social and political support from those it is supposed to help. The 2020 edition of The State of World Fisheries and Aquaculture has a particular focus on sustainability. This reflects a number of specific considerations. First, 2020 marks the twenty-fifth anniversary of the Code of Conduct for Responsible Fisheries (the Code). Second, several Sustainable Development Goal indicators mature in 2020. Third, FAO hosted the International Symposium on Fisheries Sustainability in late 2019, and fourth, 2020 sees the finalization of specific FAO guidelines on sustainable aquaculture growth, and on social sustainability along value chains. While Part 1 retains the format of previous editions, the structure of the rest of the publication has been revised. Part 2 opens with a special section marking the twenty fifth anniversary of the Code. It also focuses on issues coming to the fore, in particular, those related to Sustainable Development Goal 14 and its indicators for which FAO is the “custodian” agency. In addition, Part 2 covers various aspects of fisheries and aquaculture sustainability.
