Ziel dieser Untersuchung ist eine Analyse der Einflussfaktoren, die in der deutschen Auáenpolitik dazu fhren, dass sich Deutschland seit der Wiedervereinigung an Kriegen im Rahmen internationaler Interventionen beteiligt bzw. nicht beteiligt. Dies soll beispielhaft anhand der Kriege im Kosovo, in Afghanistan, im Irak und in Libyen demonstriert werden. L„sst sich ein auáenpolitisches Gesamtbild aus den Ergebnissen herleiten? Welche Entscheidungskriterien k”nnten die jeweils beteiligten Bundesregierungen angelegt haben und welche Einflussfaktoren spielten dabei eine Rolle? An den vier Kriegen der letzten Jahre hatte sich Deutschland einmal ohne (Kosovo) und einmal mit UN-Mandat (Afghanistan) an einem Krieg beteiligt sowie sich einer Kriegsbeteiligung einmal ohne UN-Mandat (Irak) und einmal mit UN-Mandat (Libyen) verweigert. Eine Kriegsbeteiligung nur auf der Grundlage von UN-Mandaten kann also als Kriterium nicht gelten. Auch wenn man den Einsatz der NATO zur Voraussetzung einer deutschen Kriegsbeteiligung erhoben h„tte, erg„be dies im Falle Libyens kein Erkl„rungsmuster. Vor den Kriegen im Kosovo, Afghanistan, Irak und Libyen fanden jeweils Bundes- und Landtagswahlen statt, die aber die Entscheidung zur Kriegsbeteiligung davon nicht durchg„ngig abh„ngig machten. Auch hier ist kein Muster in der Entscheidungslogik erkennbar. Sind es vielleicht die Menschenrechte in einer menschenrechtsorientierten Auáenpolitik, die fr die politischen Entscheidungstr„ger als Maástab gelten? Aber auch vor diesem Hintergrund ist kein klares Muster in den Entscheidungskriterien der Akteure erkennbar, da die Verletzung von Menschenrechten in allen vier Kriegen als Teil der Interventionsgrnde zu sehen sind. Dieses unklare Bild deutscher Auáenpolitik l„sst auf den ersten Blick kaum nachvollziehbare Rckschlsse zu, aus welchen auáenpolitischen Grnden sich Deutschland nach seiner Wiedervereinigung an Kriegen beteiligt. Das besondere Erkenntnisinteresse besteht also darin, die Beteiligung oder Nichtbeteiligung Deutschlands an internationalen Interventionen dahingehend zu analysieren, ob sich hinter jeder Entscheidung ein Muster verbirgt, das beispielsweise Grundlinien deutscher Auáen- und Sicherheitspolitik widerspiegelt, die auf klar definierte Prinzipien und Interessen deutscher Politik beruhen.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland.
