Ausgewählte Repräsentanten des Islam in Deutschland stehen seither in einem kontinuierlichen,institutionalisierten Diskussionsprozess untereinander und mit Vertretern der Bundesregierung.Im Rahmen dieser vorbildlosen politischen Initiative vollzieht sich ein brisanter, gleichermaßen religionshistorisch, migrations- wie religionspolitisch folgenreicher Vorgang: eine Religion – der Islam – soll eingebürgert werden. Gestritten wird in dieser Diskurs-Arena nicht zuletzt um das Definitionsmonopol über richtige und falsche Religion. Politisch gewünscht ist ein ‚deutscher Islam’, doch wie soll dieser aussehen? Die vorliegende Arbeit will Konzept, Programm und Zielsetzung der Konferenz offenlegen, sowie anhand der Portraitierung ihrer Protagonisten die jeweiligen Interessenlagen und zugrunde liegenden Machtkonstellationen aufdecken. Ein Fokus der Untersuchung liegt hierbei auf der Repräsentationsfrage, nämlich „wer hier mit wem in wessen Namen spricht“. Um nicht ihrerseits einen weiteren Beitrag zur allzuoft einseitigen Berichterstattung über Islam und Muslime zu liefern, ist die Untersuchung stets um größtmögliche Multiperspektivität bemüht: Die konkurrierenden Selbst- und Islamverständnisse der eingeladenen muslimischen Teilnehmer finden ebenso kritisch-vergleichende Betrachtung, wie andererseits die staatliche Position. Da Wolfgang Schäuble in seiner Funktion als Unions-Vertreter und Innenminister die DIK vor allem mit seiner Person verbindet, werden dessen Islambild, seine Gegenwartsdiagnose und „Islamo-Evolutionstheorie“ dargelegt, wobei die Attribute „europäisch“,„christlich geprägt“, „aufgeklärt“ und nicht zuletzt „modern“ als zentrale Leit- und Wertbegriffe seiner Argumenation näherer Betrachtung unterzogen werden. Das schließende Kapitel untersucht unter der Überschrift „Islamische Präsenz in Europa“ die „reziproke identifikative Herausforderung und ihre Bewältigung“ über die zentralen Konzepte „Identität“, „Kultur“ und „kulturelle Identität“. Der deutsche Islamdiskurs wird als Aushandlung von Macht- und Identitätsfragen über Öffentlichkeit ins Visier genommen, um ‚kollektive Identität’ als Krisendiskurs auszuarbeiten. Da sich bei beiden Diskursparteien eine Revitalisierung präsäkularer Ressourcen nachweisen lässt, stellt sich am Ende die Frage, inwiefern ein solches „religio-kulturelles Wettrüsten“ als integrationsproduktiv gelten kann.

How can we best analyse contemporary welfare state change? And how can we explain and understand the politics of it? This book contributes to these questions both empirically and theoretically by concentrating on one of the least likely cases for welfare state transformation in Europe. It analyzes in detail how and why institutional change has taken Germany’s welfare state from a conservative towards a new work-first regime. Christof Schiller introduces a novel analytical framework to make sense of the politics of welfare state transformation by providing the missing link: the capacity of the core executive over time. Examining the policy making process in labour market policy in the period between 1980 and 2010, he identifies three different policy making episodes and analyses their interaction with developments and changes in such policy areas as pension policy, family policy, labour law, tax policy and social assistance. The book advances existing efforts aimed at conceptualizing and measuring welfare state change by proposing a clear-cut conceptualization of social policy regime change and introduces a comprehensive analysis of the transformation of the welfare-work nexus between 1980 and 2010 in Germany.
