An intellectual and cultural history of mid-twentieth century plans for European integration, this book calls into question the usual pre- and post-war periodizations that have structured approaches to twentieth-century European history. It focuses not simply on the ideas of leading politicians but analyses debates about Europe in “civil society” and the party-political sphere in Germany, asking if, and how, a “permissive consensus” was formed around the issue of integration. Taking Germany as its case study, the book offers context to the post-war debates, analysing the continuities that existed between interwar and post-war plans for European integration. It draws attention to the abiding scepticism of democracy displayed by many advocates of integration, indeed suggesting that groups across the ideological spectrum converged around support for European integration as a way of constraining the practice of democracy within nation-states.

This book describes how, after the Second World War, the Labour Party assumed leadership of the International Socialist Movement, thanks to the achievements of the Attlee Government. International Secretary Denis Healey guided the reconstruction of the Socialist International through the early Cold War, making the British vision for socialist internationalism prevail over the French and Belgian. At first, the provisional Socialist International (International Socialist Conference and Comisco) supported cohabitation with pro-communist socialists and the USSR, but with the Sovietisation of Eastern Europe it committed to militant anti-communism. Ambiguity between the Labour Party and Labour Government influenced British policy in Austria, Czechoslovakia, Greece, Italy and Poland, while the characterization and stereotypes of Eastern and Southern Europe shaped the language and actions of the British. Furthermore, the book shows how international contacts and the British and Swedish model encouraged the transition of socialist parties to responsible government parties fully embracing Western democracy and prepared the ideological revision of the 1950s.

This military biography examines the man who sought to rebuild the Germany Army after WWI—and the rival who stoked the rise of Nazism. After Germany’s devastating defeat in the First World War, General Hans von Seekt became Chief of the Army Command at the Reichewehr Ministry of the Weimar Republic. His job was to rebuild the shattered German army and repair the nation’s standing on the world stage. The punitive terms of the post-war settlement made these ambitious goals nearly impossible, but the most significant challenges von Seekt faced came from within Germany. Von Seekt aimed to build a modern and efficient military with a main strategy of peaceful defense purposes. This original and far-sighted policy was opposed by his rival, General Erich Ludendorff, who led a nationalistic movement seeking revenge for Germany’s defeat. Ludendorff proposed to rebuild the once-mighty German imperial army as a major international force. The failure of von Seekt's experiment was tragically mirrored by the fall of the Weimar Republic, and the rise of rise of Hitler and Nazi Germany.
