The Government set out its policy on regional governance in the White Paper (Cm 5511, ISBN 0101551126) published in May 2002, as part of its overall agenda of constitutional reform and devolution. This draft Regional Assemblies Bill (together with explanatory notes on the Bill and a regulatory impact assessment) is in 13 parts and includes provisions relating to the establishment, constitution, structure, role, powers, financing, accountability and monitoring of elected regional assemblies in England, as well as other functional responsibilities such as spatial planning, housing and transport. The draft Bill is accompanied by a policy statement, issued by the ODPM, which summarises the Governments policy objectives and sets out how it intends that policy to be reflected in legislation. The statement identifies policy developments since the 2002 White Paper and indicates the main issues on which further proposals are still being developed. It also provides information on aspects not included in the draft Bill but which the Government intends to address in any subsequent Bill.

This White Paper details the Government's proposals for modernising the work of the country's fire service, in dealing with fires and undertaking fire prevention activities, as well as tackling environmental problems such as flooding, and responding to the growing threat of terrorism. It proposes to rename the service as the 'fire and rescue service' in light of the broader community role suggested, building on current activities. Policies put forward include: a new statutory framework for risk assessment and management planning; institutional reforms, including setting national service objectives; a stronger regional framework for delivering local services, with regional fire and rescue authorities established in those regions that choose to have elected regional assemblies, and regional management boards established elsewhere; new performance management arrangements; changes to personnel systems with the introduction of an 'integrated personal development system' which will reduce the current 12 ranks to seven, introduce multi-level entry and accelerated development measures; the promotion of greater diversity in staff to reflect local communities; devolved responsibility for fire policy in Wales; and the creation of a Service Improvement Team to direct the strategic reforms. The White Paper contains no plans to remove the right to take strike action, but states that the position will be kept under review.

The Government's programme to replace 46 local fire and rescue service control rooms with nine purpose-built regional control centres has been inadequately planned, poorly executed, and badly managed. Given the investment of public funds already committed, and the benefits that will accrue, the MPs conclude that the Department for Communities and Local Government (DCLG) should press ahead with the FireControl project so long as Ministers can agree urgently a viable project plan that will see the project go live by a target date of mid-2011 and in which the main stakeholders can have confidence. The excessive cost of abandoning the project - an extra £8 million more than it will cost to complete - indicates the Department should continue with the project so long as it also: examines alternatives and provides assurances that FiReControl represents the best viable option for the future of Fire and Rescue Services; resolves its contractual dispute with EADS and implements a viable project plan; addresses the shortcomings in its management of the project; consults fully with FRS staff and professionals to define end-user requirements; provides assurances that the safety and security of the Olympic Games will not be compromised by the roll-out of new Regional Control Centres. DCLG should urgently to draw up and consult on contingency plans for any further failures in the FiReControl programme to ensure ongoing safe and effective fire and rescue services cover across the whole country.
