In the last thirty years, the developing world has undergone tremendous changes. Overall, poverty has fallen, people live longer and healthier lives, and economies have been transformed. And yet many countries have simply missed the boat. Why have some countries prospered, while others have failed? Stefan Dercon argues that the answer lies not in a specific set of policies, but rather in a key development bargain, whereby a country's elites shift from protecting their own positions to gambling on a growth-based future. Despite the imperfections of such bargains, China is among the most striking recent success stories, along with Indonesia and more unlikely places, such as Bangladesh, Ghana and Ethiopia. Gambling on Development is about these winning efforts, in contrast to countries stuck in elite bargains leading nowhere. Building on three decades' experience across forty-odd countries, Dercon winds his narrative through Ebola in Sierra Leone, scandals in Malawi, beer factories in the DRC, mobile phone licences in Mozambique, and relief programs behind enemy lines in South Sudan. Weaving together conversations with prime ministers, civil servants and ordinary people, this is a probing look at how development has been achieved across the world, and how to assist such successes.

Over the last two decades, anthropological studies have highlighted the problems of ‘development’ as a discursive regime, arguing that such initiatives are paradoxically used to consolidate inequality and perpetuate poverty. This volume constitutes a timely intervention in anthropological debates about development, moving beyond the critical stance to focus on development as a mode of engagement that, like anthropology, attempts to understand, represent and work within a complex world. By setting out to elucidate both the similarities and differences between these epistemological endeavors, the book demonstrates how the ethnographic study of development challenges anthropology to rethink its own assumptions and methods. At the start of the 21st century, the relationship between media and development has never felt more important. Following a series of ‘media revolutions’ throughout the developing world – beginning with the advent of cheap transistor radio sets in the late-1960s, followed by the rapid expansion of satellite television networks in the 1990s, and the more recent explosion of mobile telephony, social media and the internet – a majority of people living in the Global South now have access to a wide variety of Information and Communications Technologies (ICTs), and live in media saturated environments. Yet how can radio, television and mobile phones be most effectively harnessed towards the goals of purposive economic, social, and political change? Should they be seen as primarily a provider of channels through which ‘useful information’ can be delivered to target populations – in the hope that such information will alter those populations’ existing behaviours? Or should they be seen as a tool for facilitating ‘two-way communication’ between development providers and their recipients (i.e. as technologies for improving ‘participatory development’)? Or should new media environments be approached simply as sites in which people living in the developing world can define ‘development’ on their own terms? This timely and original book – which is based on a critical reading of the relevant literatures, and on the author’s own extensive primary research – introduces readers to all of these questions, and helps them to reach their own informed positions on each. It also examines the history of, and current debates regarding, media representations of development. The history of development has paid only little attention to cultural projects. This book looks at the development politics that shaped the UNESCO World Heritage programme, with a case study of Ethiopian World Heritage sites from the 1960s to the 1980s. In a large-scale conservation and tourism planning project, selected sites were set up and promoted as images of the Ethiopian nation. This story serves to illustrate UNESCO’s role in constructing a “useful past” in many African countries engaged in the process of nation-building. UNESCO experts and Ethiopian elites had a shared interest in producing a portfolio of antiquities and national parks to underwrite Ethiopia’s imperial claims to regional hegemony with ancient history. The key findings of this book highlight a continuity in Ethiopian history, despite the political ruptures caused by the 1974 revolution and UNESCO’s transformation from knowledge producer to actual provider of development policies. The particular focus on the bureaucratic and political practices of heritage, bridges a gap between cultural heritage studies and the history of international organisations. The result is a first study of the global discourse on heritage as it emerged in the 1960s development decade.
