The marine environment is under serious pressure from human activities. The transboundary and large-scale nature of these threats require cooperation between states, and between states, industries and NGOs. Marine governance therefore becomes a breeding ground for innovation: multi-level and multi-actor governance and changing spheres of authority. This book applies the concept 'spheres of authority' to investigate the nature of these innovations in governing shipping and offshore oil and gas production. In the environmental governance of shipping, authority is shifting from states that own ships to states that own ports. The environmental governance of offshore oil and gas production shows a shared authority for developing and implementing policies between state and industry, but not a diminishing authority of the state.

The discovery of the gas field in Groningen became world news in 1960. Within a few years almost every household switched to natural gas and subsequently the use of manufactured gas and refinery gas came to an end. A national grid was established and cross-border connections were made in order to supply household and industrial consumers with natural gas. The oil crisis in the 1970s shifted the approach from 'sell' to 'preserve' and led to the development of numerous small gas fields, onshore as well as offshore. This situation lasted for few decades but changed due to a process of gas market liberalization and policies regarding supply security and climate change. Therefore the focus is now on renewable energy sources, such as biogas. However, in order to introduce biogas on a large scale several obstacles need to be removed.

The Commission of the European Community has, by means of the Directorate General for Energy, been involved in energy research aimed at improving the energy supply situation of the Community. This involvement is on two levels, firstly, the Community supports research and development aimed at improving the technologies associated with the location and production of tradi tional fuels and, secondly, the Community is actively involved in research to replace traditional energy sources with suitable alternatives. Given the parlous state of the energy supply situation in the Community, it was felt that a special effort was required to develop new technologies associated with improving the supply of traditional fuels and in develop ing and establishing alternative sources of energy. The ini tiati ve of the Community was begun in 1973 when the Council ap proved Regulation (EEC) 3056/73 setting up a series of three-year research and development programmes in the oil and gas sector. This programme was one factor in the Community's response to the supply crisis of 1973.
