El presente trabajo presenta el diagnostico ambiental y los criterios para el diseno de la red metropolitana de monitoreo de calidad del recurso hidrico en el Distrito Metropolitano de Quito. Esta informacion fue generada por el estudio "Red Metropolitana Ambiental de la Calidad del Recurso Hidrico" de la Escuela Politecnica Nacional bajo contrato con la Secretaria de Ambiente del Municipio del Distrito Metropolitano de Quito, en el que los autores de esta obra participaron. El area de estudio comprende a las cuencas de los rios Guayllabamba y Blanco que incluyen a las subcuencas de los rios Pita, San Pedro, Guayllabamba alto, Guayllabamba medio, Guayllabamba bajo, Pisque, Alambi, Intag, Blanco alto, Blanco medio y Blanco bajo. El estudio presenta inicialmente una base teorica para el diseno de estaciones de monitoreo de la calidad del recurso hidrico y el respectivo marco legal. Se realiza la recopilacion de informacion secundaria relacionada a estudios de calidad del agua, que consideran el uso del suelo, cobertura vegetal, poblacion, actividades economicas, entre otros. A partir de esto se genera una caracterizacion fisica, biotica, socioeconomica, cultural y paisajistica."

Section 304(a) (1) of the Clean Water Act 33 U.S.C. 1314(a) (1) requires the Environmental Protection Agency (EPA) to publish and periodically update ambient water quality criteria. These criteria are to accurately reflect the latest scientific knowledge (a) on the kind and extent of all identifiable effects on health and welfare including, but not limited to, plankton, fish shellfish, wildlife, plant life, shorelines, beaches, aesthetics, and recreation which may be expected from the presence of pollutants in any body of water including ground water; (b) on the concentration and dispersal of pollutants, or their byproducts, through biological, physical, and chemical processes; and (c) on the effects of pollutants on biological community diversity, productivity, and stability, including information on the factors affecting rates of eutrophication and organic and inorganic sedimentation for varying types of receiving waters. In a continuing effort to provide those who use EPA's water quality and human health criteria with up-to-date criteria values and associated information, the document was assembled. The document includes summaries of all the contaminants for which EPA has developed criteria recommendations.

Much is expected of private financing to help meet the infrastructure requirements of the rapidly growing East Asian economies. Although private financing grew briskly during the 1990s, it represents only a small share of all infrastructure investment in the region (between 12 and 18 percent). This monograph draws on experience in a number of countries in East Asia, as well as Australia, Chile, and India, to analyze the impediments to and prospects for private financing of infrastructure. The chapters discuss the choices available to policymakers and the strategies that governments have followed. An overview chapter describes recent trends in international financing of infrastructure projects in the region, discusses the key policy and institutional impediments to greater private participation, and assesses the role of domestic capital markets and finance. It also outlines a national and regional strategy for stimulating private investment in infrastructure. The case studies from countries outside East Asia illustrate the payoffs of increased integration and concerted moves toward private provision of infrastructure.

According to recent estimates, around 6,000 people – mostly children under five – die every day from diseases caused by inappropriate water and sanitation (WS) services. Much of the academic and political debate surrounding this issue has focused on private sector participation. By shifting the attention towards the influence of governance, Krause examines the political and sectoral institutions that are essential for the provision of WS services. Utilizing data from sixty-nine developing countries, Matthias Krause demonstrates that the level of democracy has a statistically significant positive impact on access to WS services and that low-quality governance of sub-national governments compromises the internal efficiency of providers and the widespread access to services. This book makes a critical contribution to the water and sanitation research and will help academics and policy-makers to rethink the way in which they deal with water issues.
