El Informe sobre el estado del sistema educativo da cumplimiento a lo establecido, por primera vez, en el artículo 33.1 de la Ley Orgánica 8/1985, de 3 de julio, reguladora del Derecho a la Educación por el cual se atribuye al Consejo Escolar del Estado la competencia de su elaboración y aprobación con una periodicidad anual. La presente edición de 2016, ofrece la información más relevante del sistema educativo español referidos al curso 2014-2015 y se atiene a un modelo cuya estructura y principios básicos de elaboración pretenden conciliar el rigor intelectual y académico con las exigencias de la participación de los diferentes sectores afectados. La edición que se presenta, de acuerdo con lo previsto en los apartados 2 y 3 del artículo 4 del Reglamento de funcionamiento del Consejo Escolar del Estado (ORDEN ESD/3669/ 2008, de 9 de diciembre), mantiene la estructura de los informes elaborados con anterioridad, distinguiéndose en el mismo dos partes perfectamente diferenciadas, una descriptiva, que se corresponde con los capítulos A, B, C, y D, y otra valorativa-propositiva incluida en el capítulo E. El Capítulo A recoge, en primer lugar, una descripción sintética de las principales iniciativas adoptadas por las diferentes instituciones principales de la Unión Europea a lo largo del segundo semestre de 2014 y del primero de 2015 en materia de educación y formación. A continuación, se profundiza en los factores demográficos, los factores socioeducativos y los factores socioeconómicos que caracterizan lo esencial del contexto español y que resulta de interés para la educación. El Capítulo B describe, en términos cuantitativos, los inputs que operan sobre nuestro sistema educativo, entendidos éstos como el conjunto de los recursos públicos y privados, materiales y humanos que se ponen a disposición del sistema para el desarrollo de sus procesos y el logro de los resultados deseados. El Capítulo C se centra en la descripción de los principales procesos y políticas que se han desarrollado por el Ministerio de Educación, Cultura y Deporte a lo largo del curso 2014-2015 en el plano estatal y se describen, asimismo, las políticas propias de su ámbito de gestión directa. La ordenación de las enseñanzas, la igualdad de oportunidades y la calidad educativa constituyen los ámbitos en los que se centran las principales novedades. El Capítulo D comprende aquello que resulta, en lo inmediato, de aplicar al sistema ese amplio y complejo conjunto de recursos, de políticas y de influencias descrito en los capítulos anteriores. La escolarización, que concierne al acceso, la permanencia y la progresión de los alumnos en el sistema reglado; los resultados académicos que se derivan de la evaluación interna; los de rendimiento escolar que proporcionan las diferentes evaluaciones externas realizadas en el periodo de referencia del informe, así como el seguimiento de los indicadores asociados a la estrategia europea ET2020 configuran lo esencial de este capítulo. El Capítulo E constituye la aportación por excelencia de las diferentes personas, grupos y sectores que están representados en el Consejo Escolar del Estado. Con el propósito de facilitar la identificación de las numerosas propuestas de mejora que han gozado, mediante procedimientos democráticos, de los apoyos suficientes en el proceso de tramitación, se han organizado aquéllas atendiendo a su temática y con una referencia explícita a su finalidad.

Writing as a learning activity offers an account of the potentials of writing as a tool for learning. Four aspects of writing emerge particularly clearly through the chapters. First, writing to learn depends on the cognitive strategies of the writer; instruction in such strategies contributes significantly to the ability to use writing as a learning tool. Secondly, strategies for writing and reasoning are largely specific to academic disciplines. Thirdly, writing is not, as traditionally conceived, only an individual ability, but also an activity that is social. It is a collaborative practice facilitated by representational tools-- books, computer, notes, schemata, drawings, etc. – by which knowledge is acquired, organized, and transformed at various levels of complexity. Fourthly, writing is a productive activity, exemplified by the varied and positive effects of writing on learning different subjects at various educational levels.
