Este libro analiza en profundidad el uso del inglés náutico normalizado: las Standard Marine Communication Phrases (SMCP) aprobadas por la Organización Marítima Internacional (OMI). Para ello, se examina su origen y su desarrollo, y se presta especial atención a la puesta en contexto de algunas de las frases más relevantes, como las frases normalizadas de la OMI para los servicios de tráfico marítimo (STM). El autor, con una larga trayectoria como marino mercante, operador MRCC/VTS y profesor en el Centro Jovellanos, perteneciente a la Sociedad de Salvamento y Seguridad Marítima (Sasemar), expone de una manera didáctica cómo mediante dichas frases se pueden gestionar con éxito situaciones críticas y cómo estas situaciones podrían haberse neutralizado al utilizar esta forma de inglés marítimo normalizado. De este modo, subraya e ilustra sumimportancia como herramienta para promover la seguridad en el mar, a bordo y en los puertos. Aunque la enseñanza de las Frases normalizadas de la OMI para las comunicaciones marítimas está regulada por el Convenio de Formación (STCW) y por otras referencias normativas internacionales (IALA) y nacionales (BOE), y su uso está altamente recomendado por la OMI, el autor dirige la atención al hecho de que las instituciones docentes y las autoridades marítimas deberían poner un énfasis mayor en la implantación de esta forma de comunicación en inglés náutico entre todos los posibles usuarios.

En un momento en que en diversas disciplinas constantemente se habla de la necesaria constitución de «bancos de datos» y «almacenamiento de informaciones», tratando estos conceptos con los nuevos procedimientos de la informática, parece indispensable disponer de un repertorio analítico de los términos empleados en cada disciplina, en tanto que paso previo fundamental para toda operación de codificación y memorización. La geografía tenía tanta más necesidad de un diccionario cuanto que extrae su vocabulario de numerosas disciplinas vecinas, entre las ciencias de la naturaleza y las ciencias humanas, tomando a veces en su sentido particular el significado original de las palabras. La utilización de términos extranjeros generalmente adoptados en el vocabulario internacional y la aplicación de nombres propios a la designación de datos y hechos generalizables a escala universal implican, asimismo, una lexicología (los estudiantes expresan a menudo la necesidad de contar con un vocabulario de referencia indispensable para realizar la lectura de las obras de fondo, así como comentarios de texto y documentos cartográficos). En efecto, la pedagogía del conocimiento geográfico reposa, como toda ciencia, sobre un lenguaje y un patrimonio de conceptos y definiciones fruto de largos debates y de diversos acuerdos y convenciones. Más que un simple instrumento de referencia, este diccionario constituye, por tanto, por la fuerza misma de las cosas, una amplia introducción epistemológica y metodológica al estudio y comprensión de la geografía.
