The collapse of the Argentine economy in 2001, involving the extraordinary default on $150 billion in debt, has been blamed variously on the failure of neoliberal policies or on the failure of the Argentine government to pursue those policies vigorously enough during the 1990s. But this is too myopic a view, Klaus Veigel contends, to provide a fully satisfactory explanation of how a country enjoying one of the highest standards of living at the end of the nineteenth century became a virtual economic basket case by the end of the twentieth. Veigel asks us to take the long view of Argentina&’s efforts to re-create the conditions for stability and consensus that had brought such great success during the country&’s first experience with globalization a century ago. The experience of war and depression in the late 1930s and early 1940s had discredited the earlier reliance on economic liberalism. In its place came a turn toward a corporatist system of interest representation and state-led, inward-oriented economic policies. But as major changes in the world economy heralded a new era of globalization in the late 1960s and early 1970s, the corporatist system broke down, and no social class or economic interest group was strong enough to create a new social consensus with respect to Argentina&’s economic order and role in the world economy. The result was political paralysis leading to economic stagnation as both civilian and military governments oscillated between protectionism and liberalization in their economic policies, which finally brought the country to its nadir in 2001.

The phenomenon of globalization applies to political violence as well as to more benign aspects of life. Most people in the West, as well as the Third World, politicians and media included, are still missing this point. As a result, they are failing to adapt to the new realities--unlike their enemies. Dilemmas of Democracy and Dictatorship is a collection of essays Radu has published over the past decade. Some are opinion pieces; others are academic articles. The topics include political violence and terrorism in general, and in specific areas--Latin America, the Balkans, Turkey, Sub-Saharan Africa, Western and Eastern Europe. Radu discusses the causes and methods of contemporary terrorism, the process of state decay in some African countries, and mentalities and absurdities in Latin and Balkan politics. He also points out Western European illusions, delusions, and attitudes, and reviews American policy and confusion in dealing with the Third World. At times the analysis is political, other times military, and often it is sociological or psychological. In the author's words he is "always politically incorrect." The approach is multidisciplinary. This book develops a framework for analyzing the creation and consolidation of democracy. Different social groups prefer different political institutions because of the way they allocate political power and resources. Thus democracy is preferred by the majority of citizens, but opposed by elites. Dictatorship nevertheless is not stable when citizens can threaten social disorder and revolution. In response, when the costs of repression are sufficiently high and promises of concessions are not credible, elites may be forced to create democracy. By democratizing, elites credibly transfer political power to the citizens, ensuring social stability. Democracy consolidates when elites do not have strong incentive to overthrow it. These processes depend on (1) the strength of civil society, (2) the structure of political institutions, (3) the nature of political and economic crises, (4) the level of economic inequality, (5) the structure of the economy, and (6) the form and extent of globalization.

No word today is as much used and abused as globalization. As the authors see it, it obscures more than it reveals about what is going on worldwide. They argue that it provides a cover for a new form of imperialist exploitation and the institution of US hegemony over a global process of capitalist accumulation. In the last decade of the 20th century, capitalists in Europe and the United States managed to create favourable conditions for the takeover and recolonization of economies all across the developing world. In the process, a new and emergent class of international capitalists, mostly located in North America and Western Europe, managed to restore highly profitable returns on their investments and operations, and to create islands of growing poverty and misery. This book provides a theoretical perspective on this process. The imperialist analytical framework, the authors argue, provides a better understanding of what is really going on and points towards forces of resistance and opposition that can be mobilized through political action to bring about needed change.
