Pendant la période révolutionnaire (1789-1799), le nombre des journaux explosa à Paris, mais aussi dans les départements. Quelle a été l'ampleur du phénomène et dans l'espace et dans le temps ? Quelle fut sa géographie nationale ? Quelles furent les pulsions de son développement ? Les progrès ou les reculs furent-ils semblables partout, ou bien propres à chaque région voire à chaque département ? Quels furent les courants politiques les mieux servis ? Quelles furent les évolutions de forme et de contenu ? Le Dictionnaire de la presse française pendant la Révolution prétend porter des réponses à ces questions. Le journal est alors, comme toujours, une marchandise, mais aussi et surtout un moyen d'information, un moyen d'influence, un support idéologique. Au-delà du strict inventaire bibliographique, il doit être étudié sous tous ses aspects : identification (titre ou titres successifs, durée exacte, périocité ou périodicités successives, zone de diffusion), animation (carrière du ou des journaliste(s), du ou des imprimeur(s), tirage et tarifs d'abonnement, description morphologique précise (format, présentation typographique), orientation politique, système rubrical. C'est à cette tâche que s'est attelée l'équipe du Dictionnaire de la presse française pendant la Révolution. Accompagnée d'un inventaire soigneux des collections conservées, des sources d'archives et d'une bibliographie particulière, chaque notice de l'ouvrage a l'ambition de présenter une micro-histoire du journal présenté. Pour chaque région, mais parfois aussi pour tel ou tel département, les notices sont accompagnées d'une présentation générale situant la presse locale et ses journalistes dans leur environnement socio-politique et économique. Une telle oeuvre ne pouvait être que collective, le recensement et l'analyse des collections devant être menés par des historiens connaissant bien les situations locales ou régionales. La première partie du Dictionnaire de la presse française pendant la Révolution, " La presse départementale", se présentera en six volumes, recueillant, région après région, et département après département, la masse des notices.
