Damit stieg die Arbeitslosigkeit im Monat Juli 2002 auf den höchsten Juli- Stand seit drei Jahren. Eine deutliche Verringerung der Zahl der Arbeitslosen werde nach Einschätzung der Bundesanstalt für Arbeit erst Ende des Jahres erfolgen.1 Dies war leider wieder einmal eine traurige Bestätigung für das herausragende ökonomische und soziale Problem der Bundesrepublik Deutschland seit Beginn der siebziger Jahre: Die Arbeitslosigkeit. Über die Notwendigkeit der Bekämpfung und Vermeidung der anhaltend hohen Arbeitslosigkeit herrscht Einigkeit unter Wissenschaftlern und Politikern, was Letztere besonders im Rahmen des derzeitigen Wahlkampfes immer wieder explizit hervorheben, nicht zuletzt, um Stimmenanteile zu gewinnen. Dabei ist Arbeitslosigkeit in Deutschland kein wirklich neues Phänomen. Es ist sicherlich unbestritten, dass die Ölpreisschocks 1973/74 und 1979/80 erheblich dazu beitrugen, dass die Arbeitslosenzahlen in Deutschland sprunghaft anstiegen.2 Die Vermutung, dass ein Wegfall der Entstehungsursache auch die Wirkung, d.h. das Niveau der Arbeitslosenzahlen, beeinflusst, ließ sich nicht bestätigen. Ungeachtet einer substantiellen Rückbildung der Ölpreise, relativ hoher Wachstumsraten des Sozialprodukts sowie günstiger Entwicklung anderer Faktoren verharrten die Arbeitslosenzahlen nahezu unbeweglich auf dem jeweils erreichten hohen Niveau. Dieses Verhalten der Arbeitsmärkte wird in den letzten Jahren in der Literatur zunehmend mit dem sog. Hysteresis- Phänomen erklärt.3 Die Bedeutung dieses Phänomens sowie dessen Anwendbarkeit auf die Arbeitslosigkeit in Deutschland wird im Folgenden detailliert herausgestellt. 1 vgl. Schließlich werden ökonomische Erklärungsansätze der Hysteresis- Arbeitslosigkeit gegeben und deren empirische Evidenz dargestellt. Es wird hier jedoch nur die Arbeitslosigkeit in Westdeutschland analysiert, damit vermieden wird, dass einige Argumente mit dem Hinweiß auf die besonderen Umstände in den neuen Bundesländern angezweifelt werden.

Developed countries, especially in Europe, face a number of issue related to migration: social and economic disruptions caused by the declining demand for unskilled labour and resulting unemployment, a shortage of skilled labour in many professions, increasing international competition for highly qualified human capital, radical demographic changes, and the forthcoming expansion of the European Union, which will trigger further immigration into major European countries and create new market opportunities in Central and Eastern Europe. This suggests a need for a deeper knowledge of the causes and consequences of increased labour mobility. This is especially important when it is associated with tension and fears among native populations. This book brings together analyses of migration issues in major European countries, and compares evidence with more countries that have traditionally seen the most immigration. First, it studies migration streams since World War II, and reviews major migration policy regimes. Second, it summarizes the empirical evidence measuring wages, unemployment, and occupational choices. Third, it investigates how migrants affects the labour markets of their host countries, and evaluates econometric studies into the wage and employment consequences of immigration. Surprisingly, there is wide evidence that immigration is largely beneficial for receiving countries. There might be phases of adjustment, but there is no convincing evidence that natives' wages are depressed or unemployment increases as a consequence of migrant inflow. However, there is a growing impression that migration does serve less and less the needs of the labour market. This suggests a stronger focus on economic channels of immigration, for which the book provides a conceptual basis and the required empirical facts and institutional background.

In post-industrial societies more and more people earn an income in creative knowledge work, a highly flexible labour market segment that demands a geographically mobile workforce. Creative knowledge work is based on an understanding of language, culture and symbolic meanings. This can best be obtained through local and national embeddedness. Yet, this necessity for embeddedness stands in contrast to the demand in geographical mobility. How is this contradiction solved by individuals? What new forms of place attachment does this bring about? This book introduces a showcase of 25 multilocal creative knowledge workers, who live in different countries at the same time. It investigates how continuous mobility becomes part of their lifeworld, and how it changes their feelings of belonging and practices of place attachment. Applying an innovative methodological mix of social phenomenology, hermeneutics and mental mapping, this book takes a detailed look at biographies and the role of places in mobile lifeworlds. Plug&Play Places brings forth the idea that places have to be understood as individual items, which are configured and then plugged into the ‘system’ of the own lifeworld. They can be ‘played’ without great effort once an individual needs to make use of them. This new type of place attachment is a form of subjective standardization of place, which complements the well-known models of objective standardization of places. Plug&Play Places is relevant for scientists who deal with mobility and its impact on individual lifeworlds, with transnational multilocality and with flexibilized labour markets. Furthermore, the book provides a detailed qualitative perspective which can enrich the explanations of quantitative research in the same field. It is an interesting reading also for practitioners engaged in urban planning, housing and real estate development. Robert Nadler holds a doctoral degree in Urban and Local European Studies from the University of Milan-Bicocca. He is a researcher at the Leibniz Institute for Regional Geography and published on creative industries, multilocality and labour mobility.

This book is a follow-up to the ETUI 2012 volume 'The triumph of failed ideas'. The focus of the book is the weight attributed to the different economic and social development paths in ten individual EU countries, and their interaction with the austerity regime established at EU level which in fact is deepening the crisis rather than paving ways out of it. The most dangerous implication of this policy approach is, according to this study, that it is driving countries apart - misleadingly in the name of 'Europe', hence the title of the book 'divisive integration'. The main message of the book is that a gradual recovery is possible only if there is a change of course in individual countries that then triggers reactions in the policies of other countries and perturbations at the EU level. However, these changes in individual countries is no longer feasible without a green light or at least toleration from the level of the European institutions.
