Welche Möglichkeiten haben kleine und mittlere Unternehmen, auf die veränderten Finanzierungsbedingungen zu reagieren? Welche Instrumente werden derzeit genutzt, welche könnten in Zukunft von Bedeutung sein?" Wie die ersten beiden Fragesätze veranschaulichen, stehen der deutsche Mittelstand und damit verbunden auch die klein- und mittelständischen Unternehmen (KMU) bei der Frage Ihrer Finanzierung unter Zugzwang. Nach wie vor beklagen rund ein Drittel der deutschen Unternehmen, dass die Kreditaufnahme durch Banken schwieriger geworden ist als noch vor einigen Jahren. Begründet wird diese Situation vielfach durch die schwierige gesamtwirtschaftliche Lage der letzten Jahre. Banken haben infolge zahlreicher Insolvenzen eine für KMU merklich restriktivere Kreditvergabepolitik betrieben. Darüber hinaus sind seit 1. Januar 2007 die neuen Kreditregeln des "Baseler Akkords" (Basel II) endgültig in Kraft getreten. Kreditinstitute müssen nun für jeden ausgereichten Kredit so viel Eigenkapital vorhalten, dass sie mögliche Ausfälle damit abdecken können. Ein wesentlicher Faktor für die Bestimmung der Kreditrisiken bildet hierbei die Bonität des Unternehmens. Diese wiederum messen Banken u.a. anhand eines internen Ratings, wobei die Eigenkapitalausstattung der Unternehmen von entscheidener Bedeutung ist. Diese fällt im internationalen Vergleich bei deutschen KMU traditionell viel zu niedrig aus und schließt den Kreis des Finanzierungsproblems. Letztlich hat diese Entwicklung für KMU die Konsequenz, den Ansprüchen von Basel II hinsichtlich Rating und Eigenkapitalausstattung zu entsprechen sowie die durch die Banken damit verbundenen Kreditmargen zu
