Den Zielen und Methoden deutscher Ukrainepolitik stand namlich eine ukrainische Nationalbewegung gegenuber, die sich von der Zusammenarbeit mit Deutschland als Gegner Russlands bzw. der Sowjetunion die Verwirklichung der eigenen nationalen Ziele erhoffte. Der Osteuropahistoriker Frank Grelka schreibt deutsche Besatzungsgeschichte in der Ukraine aus der Perspektive einheimischer Bestrebungen neu. Durch den vergleichenden Blick auf beide deutsche Vormarsche durch die Ukraine innerhalb einer Generation erscheint nicht zuletzt die Monumentalisierung des sogenannten Ostkriegs durch die neueste Forschung in einem anderen Licht. Frank Grelkas Buch uber das Scheitern der ukrainischen Nationalbewegung ist eine erschutternde Geschichte uber Selbstuberschatzung und Fanatismus, uber Kooperation und Illusion, aber sie erzahlt auch von erstaunlichen Kontinuitaten deutscher Besatzungspolitik vom Ersten zum Zweiten Weltkrieg.
