Inhaltsangabe:Einleitung: Für die Volksrepublik China (VR China) begann nach dem Tode Mao Zedongs im Jahre 1976 eine neue Epoche. Nach zwei Generationen einer stalinistisch geprägten Planwirtschaft setzte die neue Führung unter Deng Xiaoping auf eine Reformpolitik, die im Beschluß des 3. Plenums des 11. Zentralkomitees der Kommunistischen Partei Chinas (KPCh) im Dezember 1978 ihren offiziellen Ausgangspunkt fand. Die damals eingeleiteten Vier Modernisierungen" beinhalten auch das Streben nach rationaler Wirtschaftsführung und ökonomischer Effizienz. Seitdem betrachtet man Management als eine Art Wunderwaffe" zum Erreichen der hochgesteckten Ziele. Es besteht jedoch Übereinstimmung unter Chinaexperten, daß es Management im westlichen Sinne in der VR China bis heute nur selten gibt. Dies liegt daran, daß zum einen der Handlungsspielraum des Managements nach wie vor durch Parteivorgaben stark eingeschränkt ist und zum anderen vielfach die Qualifikation für ein Management nach westlichem Muster fehlt. Einerseits betrifft dies die fachlichen bzw. kognitiven Qualifikationen, andererseits sind heute auch veränderte Denk- und Verhaltensmuster notwendig. In einer Marktwirtschaft sind Fähigkeiten wie z.B. unternehmerisches Denken, selbständiges Entscheiden und Kreativität gefragt. Seit Beginn der achtziger Jahre wird von staatlicher Seite versucht, diesen Defiziten mit Schulungen und Weiterbildungsseminaren, die oftmals in Kooperation mit einem westlichen Partner durchgeführt werden, zu begegnen. Trotzdem besteht immer noch ein erheblicher Weiterbildungsbedarf bei den chinesischen Führungskräften, was einerseits an der Qualität der erwähnten Seminare liegen mag und andererseits an der großen Anzahl (etwa neun Millionen) auszubildender Kader. Angesichts eines solchen Konsenses der Notwendigkeit von Managementtraining geht es also nicht darum, die Frage zu untersuchen, ob überhaupt ein Weiterbildungsbedarf besteht, sondern vielmehr zu spezifizieren, wo genau dieser liegt. Eben hier existieren besonders auf westlicher Seite erhebliche Wissenslücken, die sich vor allem damit erklären lassen, daß sich die Betriebswirtschaftslehre und die international vergleichende Managementforschung erst wenig mit der VR China beschäftigt haben. Ziel dieser Arbeit ist es, diese Lücke, soweit dies aufgrund des begrenzten Umfangs möglich ist, zu verkleinern, da ohne Kenntnis der bisherigen Qualifikationen sich kaum bedarfsgerechte und effiziente Weiterbildungskonzepte [...]
