Aus diesem Grund sollen nach der Klärung und Abgrenzung zentraler Begrifflichkeiten im zweiten Kapitel die Formen und das institutionelle System deutscher staatlicher Entwicklungszusammenarbeit dargestellt werden. Ein angemessenes Verständnis von einigen wesentlichen Problemen afrikanischer Länder zu generieren ist Ziel des dritten Kapitels, um anschließend untersuchen zu können, ob die staatlichen Träger deutscher Entwicklungszusammenarbeit sich formal konzeptionell nach diesen Problemfeldern ausrichten. Daraufhin folgt mit Kapitel fünf der Hauptteil dieser Thesis, eine tiefer gehende Bewertung deutscher Entwicklungszusammenarbeit mit Afrika anhand von vier ausgewählten Indikatoren. Diese Kriterien sollen zuerst vorgestellt und danach zur Analyse auf Deutschland angewendet werden. Bei diesen handelt es sich um das allgemeine Finanzvolumen, die sektorale Zuteilung zur Bewältigung der Millennium Development Goals, Deutschlands Umsetzung der internationalen Wirksamkeitsagenda sowie die Allokationen nach Entwicklungsgrad des Empfängerlandes. Nachfolgend werden die Ergebnisse der Analyse zusammengefasst, mögliche Handlungsempfehlungen gegeben und mit einem Ausblick auf die mittelfristige Zukunft deutscher Entwicklungszusammenarbeit verknüpft. Besonders die ärmste Region der Welt, Afrika südlich der Sahara, ist auf entwicklungsförderliche Unterstützung von finanzstarken Geberländern wie Deutschland angewiesen. Unabhängig von ihrer Daseinsberechtigung ist es somit wichtig, die Entwicklungszusammenarbeit kritisch nach ihrer Wirksamkeit und möglichen Interessenkonflikten zu durchleuchten und mögliche Verbesserungsmöglichkeiten zu prüfen. Master's Thesis from the year 2015 in the subject Politics - Topic: Development Politics, , language: English, abstract: In developing countries like Ethiopia rural-urban migration affects socio-economic realities in both urban and rural areas. This study aims at identifying the major causes and consequences of the movement of people from rural to urban areas. To achieve the objective 282 migrant household heads were selected purposively from four Kebeles of the town. Both primary and secondary data were employed and were analyzed both qualitatively and quantitatively by using SPSS version 17th. Structured questionnaires and FGD were used on the demographic and socio-economic characteristics of migrant households. Most of the migrants move to the town alone. They had some information about the town and the decision of their migration is mostly made by themselves. However, most of them migrated decide to migrate not in planned way. A greater number of the migrants are young adults, males, and unmarried and had some form of education before they decided to migrate. There are many causes for the movement of the people to the town. Among them the search for job, to gain education and training, and problem related with land and agricultural productivity was the major one. Many of the migrants encountered problems at the initial period of adjustment and adaptation and even currently. In line with this, some useful points of recommendations for effective urban management and rural development activities are suggested.

Critics of foreign aid programs have long argued that poverty reflects government failure. In this paper I analyze the effectiveness of foreign aid programs to gain insights into political regimes in aid recipient countries. My analytical framework shows how three stylized political/economic regimes labeled egalitarian, elitist and laissez-faire would use foreign aid. I then test reduced form equations using data on nonmilitary aid flows to 96 countries. I find that models of elitist political regimes best predict the impact of foreign aid. Aid does not significantly increase investment and growth, nor benefit the poor as measured by improvements in human development indicators, but it does increase the size of government. I also find that the impact of aid does not vary according to whether recipient governments are liberal democratic or highly repressive. But liberal political regimes and democracies, ceteris paribus, have on average 30% lower infant mortality than the least free regimes. This may be due to greater empowerment of the poor under liberal regimes even though the political elite continues to receive the benefits of aid programs. An implication is that short term aid targeted to support new liberal regimes may be a more successful means of reducing poverty than current programs.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities? How do blockages in the flow of rivers and underground springs interrupt the intergenerational transmission of local ecological knowledge and hence the ability of local communities to construct collective identities rooted in a sense of place?
