Konkret wird untersucht, wie sich die deutsche Migrationspolitik in der Vergangenheit entwickelt hat, welche Faktoren dafür ausschlaggebend waren und wie sich dies im Laufe der Zeit geändert hat. Die Bundesrepublik Deutschland hat früh angefangen, Migration in Rahmen von Anwerbeabkommen zu fördern, doch politisch wie gesellschaftlich wurde sich nie klar zu einer Migration bekannt. Doch heutzutage setzt sich die deutsche Gesellschaft historisch bedingt aus vielen verschiedenen Nationalitäten zusammen und diese Arbeit zeigt auf, durch welche Faktoren und Umstände dies zustande gekommen ist sowie welche Integrationsmaßnahmen zu Eingliederung in die Gesellschaft genutzt werden können.

Dabei vergessen oder verkennen viele die Flüchtlingsvergangenheit eines erheblichen Teils des deutschen Volkes, vielleicht sogar die eigene. Hierauf wird nach der analytischen Betrachtung der einzelnen Sachverhalte noch einmal genauer Bezug genommen, da nicht automatisch von der deutschen Vergangenheit auf die Rechtfertigung von Zustimmung oder Ablehnung gegenüber heutigen Wanderungsbewegungen geschlossen werden kann. Bezüglich der Relevanz dieses Themenkomplexes von zentraler Bedeutung ist jedoch die Frage, inwieweit sich die Verantwortlichen auf sozialer und politischer Ebene in der Ausgestaltung der Migrations- und Integrationspolitik ein Beispiel an der Flüchtlingspolitik der Nachkriegszeit nehmen könnten. Hätte man aus der Vergangenheit lernen und diese als Positivbeispiel auf die derzeitige Situation anwenden können bzw. ist dies immer noch möglich und wenn ja: inwiefern und inwieweit? Diese Fragen bilden das Zentrum der vorliegenden Arbeit. Obwohl die Medien täglich ausführlich über die aktuelle Flüchtlingskrise berichten, gibt es kaum Vergleiche mit der nach dem Zweiten Weltkrieg. Umso wichtiger erscheint die wissenschaftliche Untersuchung beider Krisen als Gegenüberstellung im Rahmen dieser Arbeit.

Superdiversity explores processes of diversification and the complex, emergent social configurations that now supersede prior forms of diversity in societies around the world. Migration plays a key role in these processes, bringing changes not just in social, cultural, religious, and linguistic phenomena, but also in the ways that these phenomena combine with others like gender, age, and legal status. The concept of superdiversity has been adopted by scholars across the social sciences in order to address a variety of forms, modes, and outcomes of diversification. Central to this field is the relationship between social categorization and social organization, including stratification and inequality. Increasingly complex categories of social “difference” have significant impacts across scales, from entire societies to individual identities. While diversification is often met with simplifying stereotypes, threat narratives, and expressions of antagonism, superdiversity encourages a perspective on difference as comprising multiple social processes, flexible collective meanings, and overlapping personal and group identities. A superdiversity approach encourages the re-evaluation and recognition of social categories as multidimensional, unfixed, and porous as opposed to views based on hardened, one-dimensional thinking about groups. Diversification and increasing social complexity are bound to continue, if not intensify, in light of climate change. This will have profound impacts on the nature of global migration, social relations, and inequalities. Superdiversity presents a convincing case for recognizing new social formations created by changing migration patterns and calls for a re-thinking of public policy and social scientific approaches to social difference. This introduction to the multidisciplinary concept of superdiversity will be of considerable interest to students and researchers in a range of fields in the humanities and social sciences. Since the refugee crisis of 2015, the topic of migration has moved to the center of global political debates. Despite the frequently invoked notion that current developments are without historical precedent, migration has been a constant feature of contemporary history, particularly in Europe. Jannis Panagiotidis considers a particular type of migration, co-ethnic migration, where migrants seek admission to a country based on their purported ethnicity or nationality being the same as the country of destination. Panagiotidis looks at immigration from Germany to Israel in three individual cases where migrants were not allowed to enter the country. These rejections confound notions of an "open door" or a "return to the homeland" and present contrasting ideas of descent, culture, blood, and race. Panagiotidis shows that migration is never a simple matter of moving from place to place. Questions of historical origins, immigrant selection and screening, and national belonging are deeply ambiguous and complicate migration even in nations that are purported to be ethnically homogenous.

The varying traditions in the migration research of different countries are closely connected to the respective national political landscape and the way in which the respective national state views itself – affirmative and positive or perhaps more self-critical. Seen side by side, much emerges to be discussed and challenged that was previously beyond doubt. The present volume introduces the reader to the traditions of migration research in twelve different countries: the more traditional immigration countries of Canada and Australia, four European countries with decades of experience (United Kingdom, Germany, Austria, Netherlands), countries newer to immigration such as Italy, Poland and Japan, and finally the postcolonial countries of India, Malaysia and Nigeria. Through this comparative approach this volume presents a new approach to understanding the different research traditions. The reader is confronted with the various ways in which emigrants are included or excluded from society, thereby gaining an understanding of the existing intellectual discourses as well as learning to qualify them in the light of other solutions and traditions. Because the approaches of the respective migration research tradition are not always the same, the volume is attractive for a number of professionals: Sociologists, political scientists, ethnologists, economists, and philosophers can join together to discuss the terms migration, integration, and their relationship to social structures. Who, in 1945 and 1946, could have foreseen that the economic and social integration of the millions of Germans from the East expelled into West Germany after Wodd War II would largely be accomplished in a few years? And, who could have foreseen that many years after this accomplishment the political repercussions of the expulsions would go on? Yet, surprisingly enough, this is what has happened. In 1969, as usual, the major issues of the federal election campaign in West Germany hardly reflect any specific economic and social concerns of the expellees, not even those bruited about by the NPD (N ationaldemokratische Partei Deutschlands). At the same time, how ever, all the political parties vying in the campaign, with the exception of the newly founded, less influentialDKP (the new German Commu nist Party), pay considerable deference to the political interests of the expellees in the German question. Whether these interests represent the opinion of most of the expellees and whether the expellee associ ations in fact speak for many voters is another matter. Why are these questions rarely posed? Why, despite the economic and social integration of the expellees, do the East German Home land Provincial Societies - the Landsmannschaften - retain much influence? The explanation of this phenomenon becomes increasingly clear if one reads the intelligent and superbly documented analysis by Hans Schoenberg.
