Stand und Perspektive der US-Lateinamerukanischen Beziehungen, Sprache: Deutsch, Abstract: Drogenkonsum, Drogenhandel und Drogenproduktion stellen eine der größten gesellschaftlichen Herausforderungen des 21. Jahrhunderts dar. Dabei verschwimmen zunehmend die Grenzen zwischen den Produzentenländern im Süden und den Drogenkonsumenten im Norden. So ist Pakistan mittlerweile der größte Heroinkonsument der Welt. Seit Ende der 80er Jahre versuchen die USA ihren war on drugs verstärkt in den Produzentenländern zu führen, um die Ursprünge der Drogenproblematik wirksamer bekämpfen zu können. Dieser martialische Ausdruck verdeutlicht, welchen Stellenwert die Drogenproblematik in der US-amerikanischen Gesellschaft hat und welcher Druck auf der jeweiligen Administration lastet, erfolgreich gegen die Expansion der Drogenökonomie zu kämpfen. Auf der anderen Seite sind Entwiklungsländer wie Bolivien erheblich von der Drogenproduktion abhängig. Ausgelöst durch den Kokaboom der 70er Jahre wurde die Kokawirtschaft für viele Bauern hier zu einer Überlebensgarantie, da die Kokapflanze einfach zu kultivieren ist, viermal im Jahr geerntet werden kann und ein Vielfaches der Einkünfte anderer agrarischer Produkte bringt. Durch die starke der Einflussnahme der USA geraten Länder wie Bolivien unter doppelten Druck. Einerseits müssen US-amerikanische Eradikationsforderungen in Bezug auf die Hektaranzahl an Kokapflanzungen erfüllt werden. Andererseits gilt es, innenpolitische Unruhen gerade unter der indigenen Bevölkerungsmehrheit aufgrund einer zu restriktiven Anti-Koka-Politik zu vermeiden. Hinzu kommen wirtschaftliche Aspekte. ...]Unter dem Begriff der neuen Weltordnung begannen die USA nahtlos an ihre Bemühungen der Aufsicht und Kontrolle der Staatenwelt anzuknüpfen, die schon zu Zeiten des Ost-West-Konfliktes die außenpolitischen Interessen der Vereinigten Staaten bestimmte. Zwar war das nach außen hin vorrangige Ziel der US-Lateinamerika-Politik, die Eindämmung des Kommunismus, nicht mehr länger ausschlaggebend, jedoch erlosch mit dem Ende des kalten Krieges nicht das Aufsichtsbedürfnis, welches die USA in Bezug auf den gesamten amerikanischen Kontinent bereits seit der Deklaration der Monroe-Doktrin im Jahre 1823 pflegen. Unter anderem durch den Drogenkrieg in den Anden scheinen die USA ihre ursprüngliche Hinterhof- Definition von Lateinamerika zu betonen und zu signalisieren, das dort keine anderen Mächte Einfluss gewinnen sollen. Maria Mittermayer, auf deren Werk Drogengeschäft und Drogenkrieg sich meine Arbeit hauptsächlich stützt, beschreibt den Krieg der USA gegen die Drogenproduktion deshalb auch als moderne Variante des US-Imperialismus. Diese Arbeit soll klären, ob diese These der Wahrheit entspricht. Der Schwerpunkt der Betrachtung liegt hierbei auf Kolumbien, da diesem Land die größte Bedeutung im Rahmen des internationalen Drogenhandels beigemessen wird. Hierzu wird zunächst auf die Drogenpolitik, die die USA in Lateinamerika seit Ende der achtziger Jahre betreiben, sowie die Mittel zu deren Durchsetzung betrachtet. Auch die Folgen des War on Drugs, wie ihn der damalige US-Präsident George Bush sr. im Jahre 1989 ausrief, sollen aufgezeigt werden. Im Anschluss daran soll im dritten Teil dieser Arbeit die Frage geklärt werden, warum die Drogenbekämpfung im eigenen Land nicht immer unbedingt positive Reaktionen bei den Regierungen der betroffenen Anbauländer hervorruft. Die Klärung der grundlegenden Frage meiner Arbeit, ob die Drogenpolitik der USA in den Anden als eine neuere Form des, seit Jahrhunderten bestehenden US - Imperialismus in Lateinamerika ist, soll schließlich im vierten Teil stattfinden, in dem ich aufzeigen möchte, dass die Drogenbekämpfung im Prinzip nur ein Vorwand für die USA ist, in Lateinamerika zu intervenieren und sich so ihre Hegemonialstellung auf dem amerikanischen Kontinent zu sichern. The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.
