Die Europäische Union ist ein globaler Akteur im großen Bereich der Entwicklungspolitik, insbesondere in der Entwicklungshilfe, und nimmt zusammen mit den Mitgliedstaaten die Rolle des weltweit größten Gebers von Hilfe ein. Rund 75,5 Milliarden € konnten die EU und ihre Mitgliedstaaten zusammen im Jahr 2016 für öffentliche Entwicklungshilfe bereitstellen. Das macht mehr als die Hälfte der gesamten Entwicklungshilfe aus. Es sind aber gerade Zahlen wie diese, die die EU-Bürger*innen eher negativ als positiv stimmen, da niemand wirklich weiß, wie genau dieses Geld eingesetzt wird und inwiefern Entwicklungshilfe tatsächlich geschieht. So kommen viele Fragen auf, die die Effektivität der Entwicklungspolitik in Frage stellen; fließt dieses Geld wirklich in die Entwicklung bestimmter Länder? Warum sehen wir keinen Fortschritt und werden immer noch mit –zig Bildern, die Armut offensichtlich zeigen, konfrontiert? Inwiefern hilft die EU Entwicklungsländern also wirklich?

Foreign aid has no shortage of critics. Some argue that it undermines development and inherently does more harm than good; others insist that aid must be seriously reformed to work properly. Cash on Delivery (COD) Aid proposes serious reform to make aid work well by forcing accountability, aligning the objectives of funders and recipients, and sharing information about what works. Public and private aid can improve lives in poor countries, but the willingness of taxpayers and private funders to finance aid programs depends more than ever on showing results. COD Aid is a funding mechanism that hinges on results. At its core is a contract between funders and recipients that stipulates a fixed payment for each unit of confirmed progress toward an agreed-upon goal. Once the contract is struck, the funder takes a hands-off approach, allowing the recipient the freedom and responsibility to achieve the goal on its own. Payment is made only after progress toward the goal is independently verified by a third party. At all steps, a COD Aid program is remarkably transparent: the contract, the amount of progress made, and the payment are disseminated publicly to highlight the credibility of the arrangement and improve accountability to the public. COD Aid is a new approach to foreign aid, but one that complements other aid programs and would ultimately encourage funders and recipients to use existing resources more efficiently. Cash On Delivery Aid: A New Approach to Foreign Aid explains the approach in detail and investigates its application in one sector: education. More specifically, the authors show how foreign aid agencies could use COD Aid to help developing countries achieve universal primary school education. The example illustrates how to deal with potential challenges of the approach—challenges that are no greater than those of traditional aid—and includes model term sheets for contracts that could be used for any COD Aid agreement.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Critics of foreign aid programs have long argued that poverty reflects government failure. In this paper I analyze the effectiveness of foreign aid programs to gain insights into political regimes in aid recipient countries. My analytical framework shows how three stylized political/economic regimes labeled egalitarian, elitist and laissez-faire would use foreign aid. I then test reduced form equations using data on nonmilitary aid flows to 96 countries. I find that models of elitist political regimes best predict the impact of foreign aid. Aid does not significantly increase investment and growth, nor benefit the poor as measured by improvements in human development indicators, but it does increase the size of government. I also find that the impact of aid does not vary according to whether recipient governments are liberal democratic or highly repressive. But liberal political regimes and democracies, ceteris paribus, have on average 30% lower infant mortality than the least free regimes. This may be due to greater empowerment of the poor under liberal regimes even though the political elite continues to receive the benefits of aid programs. An implication is that short term aid targeted to support new liberal regimes may be a more successful means of reducing poverty than current programs.

The question of the effectiveness or counter-productivity of foreign aid is one of the great issues facing the world today. This volume arose from a study conducted for an inter-governmental task force. The team surveyed the published literature, reviewed existing evaluations of aid projects, and undertook seven detailed country studies. The basic finding is that the majority of aid succeeds in terms of its own objectives and obtains a reasonable rate of return. At the same time, this book analyses the frequent failings of aid projects, compares these failings with other forms of private and public investment, and proposes measures for improving aid effectiveness. New to this edition: For the second edition the book has been shortened, removing mainly the more technical parts.
