Inhaltsangabe:Zusammenfassung: Ökonomische Beratung der Politik ist eine Kommunikation zwischen einem beratenden Ökonomen einerseits und einem die Beratung nachfragenden Politiker andererseits, in deren Rahmen volkswirtschaftliches Wissen vom Berater zum Politiker übertragen werden kann. Die Effektivität solcher Beratung kann nur in Abhängigkeit von den Zielen beurteilt werden, die beide Seiten mit Hilfe der Beratung erreichen wollen. Während viele beratend tätige Volkswirte für sich beanspruchen, das wirtschaftliche Allgemeinwohl im Sinne der neoklassischen Wohlfahrtstheorie im Auge zu haben, ist der Politiker so die These der ökonomische Theorie der Politik vor allem an seiner Wiederwahl interessiert. Diese Arbeit nimmt für ihre empirische Untersuchung die allgemeine Beraterperspektive ein: Ökonomische Politikberatung ist effektiv, wenn ihre Empfehlungen befolgt, also politisch umgesetzt werden. In Interviews mit Landespolitikern und externen sowie internen ökonomischen Beratern ergab sich folgendes Bild: Häufig kommt die Beratung nicht zustande, weil die Politiker (wenn sie Parlamentarier sind) zuwenig Geld oder (in jedem Falle) zuwenig Zeit haben. Oft erreicht die Beratung ihren eigentlichen Adressaten nicht, weil sie in der Hierarchie der Bürokratie versickert. Zum Teil wird die Beratung nicht verstanden oder bleibt unveröffentlicht. Bisweilen wird die Beratung im Sinne einer bereits getroffenen politischen Entscheidung manipuliert, um diese mit einer wissenschaftlichen Legitimation zu versehen. Bei wissenschaftlich umstrittenen Fragen kann solche Manipulation ersetzt werden durch die gezielte Auswahl desjenigen Beraters, der die politisch genehme wissenschaftliche Position vertritt. In beiden Fällen wird eine echte Beratung nur vorgetäuscht. Sucht der Politiker dagegen unvoreingenommen Rat, sind die uneinigen Wissenschaftler ihm keine Entscheidungshilfe. In der Mehrzahl der Fälle richten sich die Politiker nach den Wünschen von Interessengruppen, da diese im Unterschied zu den Beratern glaubhaft mit dem Entzug von Wählerstimmen drohen können. Entspricht das ökonomisch Empfohlene nicht diesen Wünschen, bleibt die Beratung ineffektiv. Einen Ausweg bietet hier die strategische, die Wünsche der Interessengruppen mit berücksichtigende Beratung im Sinne eines Kompromisses zwischen ökonomischer Vernunft und politischer Opportunität oder die langfristige Strategie einer Politikänderung über die Beeinflussung der öffentlichen Meinung. In this new book, Gil Eyal argues that what needs to be explained is not a one-sided “mistrust of experts” but the two-headed pushmi-pullyu of unprecedented reliance on science and expertise, on the one hand, coupled with increased skepticism and dismissal of scientific findings and expert opinion, on the other. The current mistrust of experts is best understood as one more spiral in an on-going, recursive crisis of legitimacy. The “scientization of politics,” of which critics warned in the 1960s, has brought about a politicization of science, and the two processes reinforce one another in an unstable, crisis-prone mixture. This timely book will be of great interest to students and scholars in the social sciences and to anyone concerned about the political uses of, and attacks on, scientific knowledge and expertise.
