Studienarbeit aus dem Jahr 2002 im Fachbereich BWL - Wirtschaftspolitik, Note: 1,0, Bergische Universität Wuppertal (Wirtschaftswissenschaften), Sprache: Deutsch, Abstract: Die Freizügigkeit auf dem Arbeitsmarkt ist sowohl für die Menschen der heutigen Europäischen Union (EU) wie auch für die der Beitrittskandidaten ein gewichtiger und somit viel diskutierter Aspekt der EU-Osterweiterung. Doch insbesondere durch das Wohlstandsgefälle zwischen EU und den mittel- und osteuropäischen (MOE) Staaten, stellt für viele Menschen der EU die Osterweiterung eine Zunahme der Konkurrenz auf dem Arbeitsmarkt sowie insbesondere auch steigende Ausgaben für Sozialleistungen dar. Hiermit verbunden sind die Angst vor sinkenden Löhnen, vor dem Verlust des Arbeitsplatzes und schließlich sinkender individueller Sozialleistungen. Diese Befürchtungen werden vor allem durch die unmittelbar angrenzenden Nachbarländer Österreich und Deutschland artikuliert. Die Systeme der sozialen Sicherheit sehen sich nicht zuletzt in Deutschland steigenden Herausforderungen ausgesetzt. Neben einer allgemeinen Veränderung der relativen Arbeitsnachfrage führen auch neue Familienstrukturen und die demographische Entwicklung zu erheblichen Finanzierungsproblemen. Als einen der bedeutensten Faktoren für die Finanzierungsprobleme ist die hohe Arbeitslosigkeit zu nennen - hierdurch kommt es zu ausbleibenden bzw. niedrigeren Einnahmen im Rahmen der beitragsfinanzierten Sozialversicherungssysteme und auch den staatlichen Transferleistungen steht nur noch ein geringeres Steueraufkommen gegenüber. Vor diesem Hintergrund erscheinen die Bedenken hinsichtlich einer EU-Ost-erweiterung mit sofortiger und uneingeschränkter Arbeitnehmerfreizügigkeit verständlich. Um die möglichen (und realistischerweise zu erwartenden) Auswirkungen der EU-Osterweiterung für den deutschen Sozialstaat und seiner Haushalte einschätzen, und eine Diskussion um evtl. Übergangsfristen hinsichtlich der Arbeitnehmerfreizügigkeit führen zu können,

Measuring competencies acquired over the course of higher education is an area of research that largely has been neglected. This deficit can be attributed to the complexity of academic competencies since the variety of institutions, programs, occupational fields and job requirements render it difficult to define and even harder to measure outcomes. Thus, assessing the preconditions for and effects of competency development is a challenge methodologically. In this book, a comprehensive review of the international state of research on modeling and measuring competencies in higher education across several academic disciplines is presented, along with an evaluation of the field’s strengths and weaknesses. Renowned experts share insight into the most important recent research projects and point out controversies and challenges. Competencies are regarded as context-specific dispositions acquired and required to cope successfully with domain-specific situations and tasks. However, the range of these dispositions is controversial. Should only cognitive facets be included or is it important to consider attitudes as well?
