Studienarbeit aus dem Jahr 2014 im Fachbereich Politik - Thema: Europäische Union, Note: 1,1, Martin-Luther-Universität Halle-Wittenberg (Institute of Oriental Studies), Veranstaltung: Introduction to the political history of islamic countries, Sprache: Deutsch, Abstract: Als die Ereignisse des Arabischen Frühlings die Welt in Erstaunen und betagte Autokraten in Panik versetzten, hatte man in den europäischen Hauptstädten die Lage noch gar nicht richtig begriffen. Während die französische Außenministerin Michèle Alliot-Marie dem tunesischen Diktator Ben Ali noch drei Tage vor seiner Flucht französisches „know-how“ zur Aufstandsbekämpfung anbot, folgten aus Brüssel nur zögerliche und widersprüchliche Reaktionen . Innerhalb weniger Wochen fielen nicht nur jahrzehntealte Regime, sondern auch die Glaubwürdigkeit der EU-Mittelmeerpolitik in sich zusammen. Diese hatte sich trotz proklamierter Förderung von Demokratie und Menschenrechten auf die enge Kooperation mit den Autokratien des arabischen Raumes gestützt, statt um Menschen- ging es bald nur noch um Schürfrechte. Seitens der EU ging man von drei zentralen Annahmen aus: Erstens seien die autokratischen Regime extrem stabil, wohingegen zweitens die einzige Opposition aus radikalen Islamisten bestehe und es drittens keine handlungsfähige Zivilgesellschaft gebe. Dies rechtfertigte die einseitige Durchsetzung eigener Wirtschafts- und Sicherheitsinteressen auf Kosten der letzten Endes faktischen Aufgabe der Demokratisierungspolitik. Dennoch erhob sich just in diesem Augenblick jene nicht vorhanden geglaubte Zivilgesellschaft und forderte Demokratie. Dies führte der EU ihr doppeltes Dilemma schmerzlich vor Augen: Es wurden weder Demokratie noch Stabilität geschaffen, die Union hat sowohl normativ als auch realpolitisch versagt und steht vor dem „Scherbenhaufen einer verfehlten Regionalpolitik“ . Mehr als drei Jahre nach Beginn der umwälzenden Ereignisse stellt sich nun die Frage nach der Zukunft der Gemeinschaftspolitik im Mittelmeerraum: Ist die Union in der Lage aus ihren Fehlern zu lernen und alte Handlungsmuster zu überwinden? Gibt es nach dem Arabischen Frühling einen grundlegenden Wandel in der EU-Mittelmeerpolitik?

In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland.
