Kommunikation, Note: 1,3, Technische Universität Dresden (Institut für Politikwissenschaft), Veranstaltung: Hauptseminar Politik und Massenmedien in der BRD, Sprache: Deutsch, Abstract: Im Vergleich zu den anderen Akteuren verfügt die Bundesregierung als „aktives Handlungszentrum des politischen System“ und der Institution des Presse- und Informationsamtes der Bundesregierung (BPA) über hervorragende Chancen im Wettbewerb um mediale Aufmerksamkeit. Bei einem geplanten Etat von über 92 Mio. Euro allein für das BPA im Haushaltsjahr 2007, stellt sich die Frage, aus welchen normativ-rechtlichen Grundlagen sich staatliche Öffentlichkeitsarbeit in der Bundesrepublik begründet. Für ein demokratisches Regierungssystem ist es problematisch, wenn die Regierung „über aus Steuereinnahmen finanzierte Möglichkeiten für die auch parteipolitisch nützliche Eigenwerbung verfügt, die Oppositionsparteien aber nicht“. Das Verdikt möglichst parteiunabhängiger Regierungskommunikation ist in einem System, in dem die Regierung aus den Mehrheitsparteien hervorgeht jedoch nicht immer leicht zu erfüllen. Hier kommt es auf die rechtlichen Grundlagen sowie die institutionelle Ausgestaltung an. Ziel der Arbeit ist herauszuarbeiten, unter welchen rechtlichen und institutionellen Rahmenbedingungen Öffentlichkeitsarbeit durch die Bundesregierung betrieben wird. Des Weiteren wird an Hand des Internetauftrittes der Regierung ein konkreter Einblick zu den Methoden regierungsamtlicher Öffentlichkeitsarbeit gegeben. Das Thema wird dabei in drei Schritten bearbeitet. Zuvor soll jedoch Öffentlichkeitsarbeit innerhalb des Forschungsfeldes der politischen Kommunikation eingeordnet werden und gegenüber dem Begriff Propaganda abgegrenzt werden. Vorwiegend unter Auswertung der maßgeblichen Verfassungsgerichtsurteile und deren Begründungen zu staatlicher Öffentlichkeitsarbeit soll eine Antwort auf die Frage gefunden werden, welche rechtlichen und normativen Grundlagen es für staatliche Öffentlichkeitsarbeit in der BRD gibt. Anschließend wird die institutionelle Ausgestaltung näher betrachtet. Der Schwerpunkt liegt hier auf der zentralen Institution, dem BPA unter Vorsitz des Regierungssprechers. Welche Leistungen werden durch das BPA erbracht und wie werden Sie erbracht? Vor dem Hintergrund der in den letzten Jahren stark angestiegenen Verbreitung und Nutzung des Internets soll in einem weiteren Schritt geklärt werden, wie die Bundesregierung mit Hilfe des BPA auf diese Entwicklung im Bereich der Öffentlichkeitsarbeit reagiert hat und welche Vor- und Nachteile sich aus diesem Medium ergeben.
