Um die Schl sselbranche in Krisenzeiten zu st tzen, greift die chinesische Regierung - wie viele andere Regierungen - mit unterschiedlichen Ma nahmen in das Marktgeschehen ein. Um die Reaktionen und Strategien auf dem chinesischen Automobilmarkt zu beleuchten und zu analysieren, wird ein berblick ber die chinesische Wirtschaft gegeben. Das Verst ndnis der Bedeutung der Automobilbranche f r China stellt hierbei das zentrale Thema dar. Es folgt die Erl uterung des neunten F nfjahresplanes, der wegweisend f r die Entwicklung der chinesischen Automobilbranche war. Besondere Strukturen des chinesischen Automobilmarktes und die Regelungen zu Joint Ventures im Automobilsektor in China werden zur Vermittlung eines tiefgehenden Verst ndnisses der Krisensituation hervorgehoben. Inhaltsangabe:Einleitung: As the market slows down, Chinese automakers are going to face competition as they never have before'. Mit diesen Worten äußerte sich J.D. Power Ende 2008 zur Situation der Automobilindustrie in China. Mit dem rückläufigen Wirtschaftswachstum in der weltweiten Finanz- und Wirtschaftskrise sieht sich die Automobilbranche mit bisher unbekannten Problemen konfrontiert. Um die Schlüsselbranche in Krisenzeiten zu stützen, greift die chinesische Regierung mit unterschiedlichen Maßnahmen in das Marktgeschehen ein. Mit der Immobilienkrise in den Vereinigten Staaten im Juli 2007 entwickelte sich innerhalb weniger Wochen eine Finanzkrise auf dem US-amerikanischen Markt. Enge Verflechtungen des Finanzsektors der USA mit internationalen Kreditinstituten und Versicherungen führten zu einer weltweiten Finanzkrise. Die Auswirkungen dieser Krise auf die Weltwirtschaft innerhalb weniger Monate waren nicht vorhersehbar. Trotz Verabschiedung von Hilfspaketen und raschem Handeln in Form von internationalen Bündnissen konnte die weltweite Wirtschaftskrise nicht abgewendet werden. Die schweren Auswirkungen der Finanzkrise für die internationale Wirtschaft zeigen sich im für 2009 erwarteten Haushaltsdefizit der USA von 1,2 Billionen US-Dollar. Die USA erwirtschaften damit im laufenden Haushaltsjahr das größte Haushaltsdefizit seit dem Zweiten Weltkrieg. In der vorliegenden Arbeit werden die Auswirkungen der aktuellen weltweiten Wirtschaftskrise auf die chinesische Wirtschaft und im Besonderen auf die Automobilbranche dargestellt und erörtert. Lange schien die Automobilbranche auf dem chinesischen Markt unbeeindruckt von den Auswirkungen der Krise zu sein. Im Verlauf der Wirtschaftskrise zeigte sich der chinesische Automobilmarkt jedoch zunehmend konfrontiert mit dem internationalen Nachfragerückgang. Weltweit werden Maßnahmenpakete zur Unterstützung der Automobilindustrie verabschiedet. Auch die Regierung in Peking erachtete es als notwendig, ein Konjunkturpaket zu verabschieden, welches unter anderem die Automobilindustrie stützen sollte. Zur Stärkung der PKW-Nachfrage sah sich die chinesische Regierung beispielsweise dazu gezwungen, Fahrzeuge mit weniger als 1,6 Liter Hubraum geringer zu versteuern. Case studies cover in detail the Japanese transplant experience in North America, and the global experience of hybrid production systems in Europe, Latin America, and Asia. The book contributes to theoretical discussions about the transfer, adaptation, or convergence of productive models. In particular, the authors argue that direct transplantation or imitation of these models is rarely feasible or even desirable. Systems cannot be transferred without being significantly reshaped. Instead, the book focuses on the process of `hybridization', the complex interaction of productive models with national and societal effects. Hybridization, it is argued, is inevitable. But this should be seen not simply as a process of compromise and retreat but also as an important dynamic of innovation and learning. We use micro data collected at the border and at retailers to characterize the effects brought by recent changes in US trade policy - particularly the tariffs placed on imports from China - on importers, consumers, and exporters. We start by documenting that the tariffs were almost fully passed through to total prices paid by importers, suggesting the tariffs' incidence has fallen largely on the United States. Since we estimate the response of prices to exchange rates to be far more muted, the recent depreciation of the Chinese renminbi is unlikely to alter this conclusion. Next, using product-level data from several large multi-national retailers, we demonstrate that the impact of the tariffs on retail prices is more mixed. Some affected product categories have seen sharp price increases, but the difference between affected and unaffected products is generally quite modest, suggesting that retail margins have fallen. These retailers' imports increased after the initial announcement of possible tariffs, but before their full implementation, so the intermediate passthrough of tariffs to their prices may not persist. Finally, in contrast to the case of foreign exporters facing US tariffs, we show that US exporters lowered their prices on goods subjected to foreign retaliatory tariffs compared to exports of non-targeted goods.
