Der kleine Rest der großen Donaumonarchie, ungeliebte Notlösung: Die Republik Österreich. Seit ihrer Gründung 1918 gab es keine gemeinsame politische Kultur, kein gemeinsames Verständnis darüber, was dieses neue Gebilde eigentlich sein sollte – bis 1934 die demokratische Republik und 1938 auch Österreich am Ende war. Anton Pelinka stellt die Frage nach der Verantwortung für das politische wie kulturelle Scheitern und zeichnet den Weg in den Abgrund nach. Die junge Republik Österreich war eine Verlegenheitslösung, der Konsens zwischen den staats- und republikgründenden Parteien fragil. Gemeinsamkeiten gab es wenige, und die Zukunft blieb ungewiss. War Österreich erst auf dem Weg zur »wahren« Demokratie, war dieses Österreich nur eine Zwischenstufe zum Sozialismus, oder war es nur eine Republik, die nicht mehr war als eben keine Monarchie? Der »deutsche« Staat Österreich, belastet mit einem Namen, der gestern noch eine Großmacht bezeichnet hatte, sollte sich emanzipieren, wollte sich aber nur höchst widerwillig vom Schatten des alten Reichs lösen. Es entwickelte sich keine politische Kultur, die der ungeliebten Staatsform durch eine systematische Politik der Machtteilung zu Stabilität verholfen hätte. Und auch die »Hochkultur« – Literatur und Wissenschaft, Theater und Musik – nahm diese Republik kaum wahr. Zwischen einer auf das Gestern eines übernationalen Reiches fixierten Nostalgie und einem erträumten Morgen in Gestalt eines »Anschlusses« setzte sich, bis auf wenige Ausnahmen, kaum jemand mit der demokratischen Republik Österreich auseinander. War ihr mörderischer Abstieg aber wirklich zwingend vorgezeichnet, und wie wäre ihr Zerbrechen zu vermeiden gewesen? Was waren die Alternativen zum Absturz?

How the demise of the Habsburg Empire, postwar sovereignty, and new diplomatic frontiers shaped the nature of citizenship, identity, and belonging across Europe This book is a collective portrait of twenty-one key statesmen who came of age during the Habsburg Empire. They include the cofounder of Austro-Marxism and the Austrian republic’s first foreign minister, the cofounder of the European Union after the Second World War, the founder of the Communist Party of Czechoslovakia, and Mussolini’s ambassador to Vienna. Some survived the First World War and the resulting geographical divisions in their homelands, and some went on to serve in politics and governments throughout Europe. Taken together, the stories of these men offer readers a window on broad issues of European history in the late nineteenth and early twentieth centuries—chiefly, how an imperial heritage, a shared vision of statehood and nationalism, and a commitment to peaceful conflict resolution helped establish enduring loyalty and unity despite the geographical fault lines resulting from the war. This book presents a multi-layered analysis of the situation in Central Europe after the collapse of the Austro-Hungarian Empire. The new geopolitics emerging from the Versailles order, and at the same time ongoing fights for borders, considerable war damage, social and economic problems and replacement of administrative staff as well as leaders, all contributed to the fact that unlike Western Europe, Central Europe faced challenges and dilemmas on an unprecedented scale. The editors of this book have invited authors from over a dozen academic institutions to answer the question of to what extent the solutions applied in the Habsburg Monarchy were still practiced in the newly created nation states, and to what extent these new political organisms went their own ways. This book examines how democracy was rethought in Germany in the wake of National Socialism, the Second World War, and the Holocaust. Focusing on a loose network of public intellectuals in the immediate postwar years, Sean Forner traces their attempts to reckon with the experience of Nazism and scour Germany's ambivalent political and cultural traditions for materials with which to build a better future. In doing so, he reveals, they formulated an internally variegated but distinctly participatory vision of democratic renewal - a paradoxical counter-elitism of intellectual elites. Although their projects ran aground on internal tensions and on the Cold War, their commitments fueled critique and dissent in the two postwar Germanys during the 1950s and thereafter. The book uncovers a conception of political participation that went beyond the limited possibilities of the Cold War era and influenced the political struggles of later decades in both East and West.
