Jedes Zögern und jede negative Einstellung in diesem Zusammenhang sind nichts anderes als ein soziales Phänomen der Vergangenheit.“ (Mustafa Kemal Atatürk) Die Gleichstellung von Frau und Mann ist ein Grundrecht der Europäischen Union. Sie bildet das Fundament einer pluralistischen Gesellschaft. Daher ist die Chancengleichheit ein essentieller Bestandteil der Beitrittsverhandlung zwischen der Europäischen Union und der Türkei. Hierbei werden die Verhandlungen auf zwei Ebenen geführt: einerseits geht es um die Annahme des Acquis communautaire und andererseits um alle weiteren Fragen, die die Lebensbedingungen der Frauen betreffen. In der vorliegenden Arbeit wird der folgenden Arbeitshypothese nachgegangen: Seit Beginn der Beitrittsverhandlungen (1999: Helsinki) zwischen der Türkei und der EG hat sich die normative Gleichstellung der Frau verbessert. Indikatoren sind die Bildung der Frau, ihre Situation auf dem Arbeitsmarkt, die Repräsentanz der Frau in der Politik und die Gewalt gegen Frauen. Da sich die gesellschaftliche Realität von Türkinnen durch das politische System und die Gesellschaft bestimmt, wird im ersten Teil zunächst kurz auf die Entwicklung des politischen Systems der Türkei eingegangen. Im zweiten Schritt wird die Diskussion um Gender im Islam angerissen, um dann die Rolle des Islam in der Türkei einzuordnen. Im Weiteren wird die Gestaltung des Geschlechterverhältnisses dargelegt und drei Identitätsmodelle von Türkinnen und ihre jeweiligen Konzepte des öffentlichen und privaten Raumes vorgestellt. Im zweiten Teil werden zunächst die Kopenhagener Kriterien definiert, die im weiteren Vorgehen in den Kontext der Heranführung der Türkei an die Beitrittsverhandlungen gestellt werden. Dem rechtlichen Entwicklungsprozess zur Gleichstellung der Frau folgt eine Darstellung der Bewertung der türkischen Entwicklung durch die Europäischen Organe. Grundlage bilden hier die Jährlichen Berichte und Monitoring Reporte. Im Fazit wird die Veränderung der Stellung der Frau bewertet.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

Measuring competencies acquired over the course of higher education is an area of research that largely has been neglected. This book reassesses the contribution to international thought of some of the most important thinkers of the inter-war period. It takes as its starting point E. H. Carr's famous critique which, more than any other work, established the reputation of the period as the `utopian' or `idealist' phase of international relations theorizing. This characterization of inter-war thought is scrutinized through ten detailed studies of such writers as Norman Angell, J. A. Hobson, J. M. Keynes, David Mitrany, and Alfred Zimmern. The studies demonstrate the diversity of perspectives within `idealism' and call into question the descriptive and analytical value of the entire notion. It is concluded that `idealism' is an overly general term, useful for scoring debating points rather than providing a helpful category for analysis.
