Studienarbeit aus dem Jahr 2015 im Fachbereich Politik - Thema: Europäische Union, Note: 1,4, Justus-Liebig-Universität Gießen (Institut der Politikwissenschaften), Veranstaltung: Einführung in die politische Bildung: Die Rolle von G-20, IWF, WTO und Weltbank in der Wirtschaftskrise, Sprache: Deutsch, Abstract: Die vorliegende Arbeit beschäftigt sich mit der Fragestellung, welchen Anteil der griechische Staatsbankrott am Ausbruch der Eurokrise hat. Hierbei werde ich beide Seiten der Medaille beleuchten, sprich sowohl den griechischen, als auch den europäischen Schuldanteil. Inwiefern können also endogene (zum Beispiel unsolide griechische Haushaltspolitik) beziehungsweise exogene Faktoren (zum Beispiel europäische Gewährungs- und Krisenpolitik) für die Eurokrise verantwortlich gemacht werden? Um diese Frage zu beantworten, muss man sich zunächst die Ursachen der Griechenlandkrise (2) vergegenwärtigen. Hierbei kann man ebenfalls in exogene und endogene Faktoren des griechischen Bankrotts unterscheiden. Im Anschluss geht es darum, die Griechenlandkrise in den Kontext der Eurokrise zu stellen. Wie ist aus einer Staatsschuldenkrise eine Eurokrise geworden? (3) Das vierte Kapitel bewertet die griechischen Optionen sowie die europäische Krisenpolitik kritisch. Kann sich Griechenland selbst aus der Krise befreien oder ist es auf die Hilfe der Währungsunion angewiesen? Ferner geht es auch um die Frage, ob die Griechenland-Hilfe als erfolgreich bewertet werden kann. (4) Die Arbeit schließt mit Empfehlungen für eine nachhaltige Krisenbewältigung (5) und einer Schlussbetrachtung (6) ab. Inwiefern kann es gelingen, zukünftige Staatsschuldenkrisen zu verhindern bzw. nachhaltig zu bekämpfen? Die vorliegende Arbeit wird sich fast ausschließlich auf die jüngste Zeit nach der Krise beziehen und aktuelle politische Maßnahmen, wie beispielsweise die Ablösung des ESFS durch den ESM nicht thematisieren. Im Folgenden ist also unter Rettungsschirm die Europäische Finanzstabilisierungsfazilität und nicht der europäische Stabilitätsmechanismus gemeint. Die Griechenlandkrise und ihre Auswirkungen auf den Euroraum sollen hingegen weitgehend isoliert von der globalen Finanzkrise behandelt werden. Hohe Haushaltsdefizite und steigender Schuldstand sind zwar im gesamten Euroraum als Folge der Finanzkrise zu beobachten, in Griechenland hingegen sorgte eine unsolide Haushaltspolitik und ein jahrelanges Leben über den Verhältnissen zu den gegenwärtigen Haushaltsproblemen. Im direkten Vergleich mit den anderen „Krisenländern“ der Währungsunion schneidet Griechenland am schlechtesten ab.

We are told that Western/Christian and Muslim/Arab civilizations are heading towards inevitable conflict. The demographics of the West remain sluggish, while the population of the Muslim world explodes, widening the cultural gap and all but guaranteeing the outbreak of war. Why do some governing parties limit their opportunistic behaviour and constrain the extraction of private gains from the state? This analysis of post-communist state reconstruction provides surprising answers to this fundamental question of party politics. Across the post-communist democracies, governing parties have opportunistically reconstructed the state - simultaneously exploiting it by extracting state resources and building new institutions that further such extraction. They enfeebled or delayed formal state institutions of monitoring and oversight, established new discretionary structures of state administration, and extracted enormous informal profits from the privatization of the communist economy. By examining how post-communist political parties rebuilt the state in Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, and Slovenia, Grzymala-Busse explains how even opportunistic political parties will limit their corrupt behaviour and abuse of state resources when faced with strong political competition.
