There is increasing evidence that the first few years after birth are particularly important in child development and present opportunities for enrichment but also vulnerabilities do to poverty and other social stressors. Elected officials have begun proposing potentially costly programs to intervene early in the lives of disadvantaged children. Have such interventions been demonstrated to yield substantial benefits? To what extent might they pay for themselves through lower welfare and criminal justice costs incurred by participating children as they grow into adults? This study synthesizes the results of a number of previous evaluations in an effort to answer those questions. Conclusions are that under carefully controlled conditions, early childhood interventions can yield substantial advantages to recipients in terms of emotional and cognitive development, education, economic well-being, and health. (The latter two benefits apply to the children's families as well.) If these interventions can be duplicated on a large scale, the costs of the programs could be exceeded by subsequent savings to the government. However, the more carefully the interventions are targeted to children most likely to benefit, the more likely it is that savings will exceed costs. Unfortunately, these conclusions rest on only a few methodologically sound studies. The authors argue for broader demonstrations accompanied by rigorous evaluations to resolve several important unknowns. These include the most efficient ways to design and target programs, the extent to which effectiveness is lost on scale-up, and the implications of welfare reform and other safety net changes.

The significant strides made during the past decade in neonatal medicine are based largely upon the provision of intensive perinatal care to the parturient, her fetus, and the newborn. In addition to technologic advances in the bioelec tronic monitoring of the fetus and newborn, the introduction of noninvasive methods to monitor oxygenation, the pharma cologic manipulation ofthe ductus arteriosus and pulmonary vasculature, and the use of ultrasonographic diagnosis of congenital heart defects and other lesions, intensive efforts by neonatal specialists throughout the world have also contri buted to the decline in neonatal and infant mortality. Professors Wille and Obladen have provided an authoritative manual outlining intensive care of newborns and the ways in which the science of neonatal medicine, the technology of the 1980 s, and the art of application have resulted in the practice of neonatal intensive care at the Kinderklinik of the University of Heidelberg. The English translation resulted from the success of the German edition and will serve well the needs of the English-speaking student and practitioner of neonatal intensive care. T. How is it that cultures come into existence at all? How do cultures develop particular customs and characteristics rather than others? How do cultures persist and change over time? Most previous attempts to address these questions have been descriptive and historical. The purpose of this book is to provide answers that are explanatory, predictive, and relevant to the emergence and continuing evolution of cultures past, present, and future. Most other investigations into "cultural psychology" have focused on the impact that culture has on the psychology of the individual. The focus of this book is the reverse. The authors show how questions about the origins and evolution of culture can be fruitfully answered through rigorous and creative examination of fundamental characteristics of human cognition, motivation, and social interaction. They review recent theory and research that, in many different ways, points to the influence of basic psychological processes on the collective structures that define cultures. These processes operate in all sorts of different populations, ranging from very small interacting groups to grand-scale masses of people occupying the same demographic or geographic category. The cultural effects--often unintended--of individuals' thoughts and actions are demonstrated in a wide variety of customs, ritualized practices, and shared mythologies: for example, religious beliefs, moral standards, rules for the allocation of resources, norms for the acceptable expression of aggression, gender stereotypes, and scientific values. The Psychological Foundations of Culture reveals that the consequences of psychological processes resonate well beyond the disciplinary constraints of psychology. By taking a psychological approach to questions usually addressed by anthropologists, sociologists, and other social scientists, it suggests that psychological research into the foundations of culture is a useful--perhaps even necessary--complement to other forms of inquiry.
