This edited collection explores the perceptions and memories of parliamentarianism across Europe, examining the complex ideal of parliament since 1800. Parliament has become the key institution in modern democracy, and the chapters present the evolution of the ideal of parliamentary representation and government, and discuss the reception and value of parliament as an institution. It is considered both as a guiding concept, a Leitidee, as well as an ideal, an Idealtypus. The volume is split into three sections. The establishment of parliament in the nineteenth century and the transfer of parliamentary ideals, models and practices are described in the first section, based on the British and French models. The second part explores how the high expectations of parliamentary democracy in newly-established states after the First World War gradually started to subside into dissatisfaction. This book provides the first thorough examination of the peace movement in pre-World War I Germany, concentrating on the factors in German politics and society that account for the movement's weakness. The author draws on a wide range of documents to survey the history, organization, and ideologies of the peace groups, placing them in their social and political context. Working through schools, churches, the press, political parties, and other opinion-forming groups, the German peace movement attempted systematically to promote the idea that the world's nations composed a harmonious community in which law was the proper means for resolving disputes. Except for small pockets of support, however, the movement met only resistance—resistance greater, the author contends, than elsewhere in the West. Evaluating the reasons for hostility to the peace movement in Germany, he concludes that dominant features of German political culture emphasized the inevitability of international conflict, in the final analysis because Imperial Germany's ruling elites feared the domestic as well as the international implications of the movement's program. Despite the liberalized reconfiguration of civil society and political practice in nineteenth-century Europe, the right to make foreign policy, devise alliances, wage war and negotiate peace remained essentially an executive prerogative. Citizen challenges to the exercise of this power grew slowly. Drawn from the educated middle classes, peace activists maintained that Europe was a single culture despite national animosities; that Europe needed rational inter-state relationships to avoid catastrophe; and that internationalism was the logical outgrowth of the nation-state, not its subversion. In this book, Cooper explores the arguments of these "patriotic pacifists" with emphasis on the remarkable international peace movement that grew between 1889 and 1914. While the first World War revealed the limitations and dilemmas of patriotic pacifism, the shape, if not substance, of many twentieth-century international institutions was prefigured in nineteenth-century continental pacifism.

The US invasion of Iraq in 2003 was done mainly, if one is to believe US policy at the time, to liberate the people of Iraq from an oppressive dictator. However, the many protests in London, New York, and other cities imply that the policy of “making the world safe for democracy” was not shared by millions of people in many Western countries. Thinking about this controversy inspired the present volume, which takes a closer look at how society responded to the outbreaks and conclusions of the First and Second World Wars. In order to examine this relationship between the conduct of wars and public opinion, leading scholars trace the moods and attitudes of the people of four Western countries (Great Britain, France, Germany and Italy) before, during and after the crucial moments of the two major conflicts of the twentieth century. Focusing less on politics and more on how people experienced the wars, this volume shows how the distinction between enthusiasm for war and concern about its consequences is rarely clear-cut.
