The precautionary principle is widely seen as fundamental to successful policies for sustainability. It has been cited in international courts and trade disputes between the USA and the EU, and invoked in a growing range of political debates. Understanding what it can and cannot achieve is therefore crucial. This volume looks back over the last century to examine the role the principle played or could have played, in a range of major and avoidable public disasters. From detailed investigation of how each disaster unfolded, what the impacts were and what measures were adopted, the authors draw lessons and establish criteria that could help to minimise the health and environmental risks of future technological, economic and policy innovations. This is an informative resource for all those from lawyers and policy-makers, to researchers and students needing to understand or apply the principle.

Framing Europe written by Juan Díez Medrano and has been published by Princeton University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-07-13 with Political Science categories.

This book provides a major empirical analysis of differing attitudes to European integration in three of Europe's most important countries: Germany, Spain, and the United Kingdom. From its beginnings, the European Union has resounded with debate over whether to move toward a federal or intergovernmental system. However, Juan Díez Medrano argues that empirical analyses of support for integration--by specialists in international relations, comparative politics, and survey research--have failed to explain why some countries lean toward federalism whereas others lean toward intergovernmentalism. By applying frame analysis to a unique set of primary sources (in-depth interviews, newspaper articles, novels, history texts, political speeches, and survey data), Díez Medrano demonstrates the role of major historical events in transforming national cultures and thus creating new opportunities for political transformation. Clearly written and rigorously argued, Framing Europe explains differences in support for European integration between the three countries studied in light of the degree to which each realized its particular "supranational project" outside Western Europe. Only the United Kingdom succeeded in consolidating an empire and retaining it after World War II, while Germany and Spain each abandoned their corresponding aspirations. These differences meant that these countries' populations developed different degrees of identification as Europeans and, partly in consequence, different degrees of support for the building of a federal Europe.

European governance ranks high on the present research agenda on Europe and has attracted considerable attention in public debate in the course of the past decade. This book takes a special approach as it highlights the multi-faceted interconnectedness of EU and national governance that comes with public policy making in the European space. The volume is a well chosen selection from the research of leading European scholars. These scholars provide an insight into the current debate on European governance by using state-of-the art, theory-orientated empirical research. The individual chapters give evidence of the functioning and the deficiencies of the penetrated system of governance that has emerged within the European Union. The spreading of competence across different levels and multiple arenas has created a dense and complex network of trans-national negotiations, shifting attention and resources from the national to the European space. European governance puts national governments under considerable pressure to live up to the competing demands of efficient performance and democratic accountability. Though member-states all face the same challenge, they have responded with different kinds of strategies. EU involvement has contributed to the restructuring of the relationship between the legislative and the executive and touches upon the equilibrium between the political and the economic sphere. It influences the interactions between political actors on the one hand and societal actors and the public on the other. The contributions highlight the diverse mechanisms which link EU and national governance and demonstrate the constraints but also the readiness and capacity of political bodies to adapt to demands from their environment. While the volume documents the sensitivity and vulnerability which is associated with interdependent governance, it also gives evidence of learning processes and successful adjustment which is achieved by developing a differentiated and flexible intitutional setting and which allows for further integration. Apart from this more functional view, individual chapters look at the penetrated system of European governance from a normative perspective and investigate the prospect of improving parliamentary accountability and the formation of a European public space.

The book presents a theoretically informed typology of modes of governance which is tested in a careful selection of comparative country and policy studies. At the core is the question whether the European Union is destined to a network type of governance and whether and how this type of governance will be translated into the member states. The individual chapters subject the governing patterns at European and national level to empirical scrutiny. Drawing on recent research findings in different issue areas - including monetary union, social affairs, environment, genetic engineering and market liberalisation in transport, banking, energy, professional services - the contributions highlight the impact of the European activities on policy-making process in the member states.

Since the beginning of the European Community students of international politics and of international, resp. Constitutional law, have been wondering what kind of animal it is, and will be, once integration has been completed. Whereas the EC Treaty of 1957 stressed the economic aspects and envisioned a steady and dynamic progress towards a Single Market, it was conspicuously silent about the political implications of integration and the new democratic order. What is needed, so the author argues in this powerful and original contribution to the debate on democratisation of the European Union, is a flexible system that supplements the European decision-making process with various direct democratic instruments such as the use of referenda. These would serve to increase the accountability of the politicians without demanding or requiring a definitive resolution of the exact constitutional status of the Union.

The Crisis Of The European Union written by Andreas Grimmel and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-07-20 with Political Science categories.

The European integration project currently faces profound political, economic, legal, and societal challenges. These challenges seem increasingly to overburden the European Union as well as the cohesion among the Member States, and therefore pose a serious threat to the integration project. The EU faces a major task in coping with this situation and it is one that calls for new approaches and ideas This book addresses the major challenges confronting the EU, analyses the consequences for the integration project, and develops fresh perspectives on the EU’s future prospects for coping with the most debated, current and upcoming issues, such as the rise of Euroscepticism or the contested idea of an ‘ever-closer union’. Renowned experts in European Studies from the fields of political science, law, economics and sociology provide an interdisciplinary perspective on the different dimensions of the EU’s crisis-laden situation and question whether the EU’s existing problem-solving mechanisms and methods are sufficient to address the imminent tasks. This text will be of key interest to scholars and students of EU Politics, European Politics, European Governance, and more broadly European law, history and the wider social sciences.
