The personal and professional life of Bruno Kreisky (1911–1990), Austria’s long-serving Socialist chancellor from August 1970 to May 1983, has been the focus of many books and articles. However, his ambiguous and complex relationship to his Jewishness, the State of Israel, and Zionism, as well as his connections to his overall political project and global aspirations, remain only partially researched. This book studies and analyzes these more systematically and comprehensively and places Kreisky in a comparative perspective with other twentieth-century European Jewish politicians who attained similar pinnacles of power. At the same time, the book will show that Bruno Kreisky was among the most influential and controversial political leaders since World War II. The book revolves around understanding and illuminating the myriad ways in which Kreisky’s Jewishness was—or was not—a formative factor in his treatment of “Jewish” questions within Austrian politics, Austrian-Israeli relations, and his active engagement in Middle Eastern affairs. This deeper understanding mainly emerges through examining Kreisky’s actions during several pivotal events like the Kreisky-Peter-Wiesenthal affair, the Waldheim affair, the 1973 Marchegg incident, and his overall relationship to Zionism, the State of Israel, and the Palestinian Arab world. This book is not a comprehensive biography of Kreisky. Instead, it attempts to document and place Kreisky’s fraught engagement with his Jewishness and the related sensitive issues that touched upon it in a historical, political, ideological, and personal context. This mainly comes down to the entangled and always-ambiguous politics of identity, especially his understanding of his Jewishness.

These fourteen essays by leading Austrian historians and political scientists serve as a basic introduction to a small but sometimes trend-setting European country. They provide a basic up-to-date outline of Austria's political history, shedding light on economic and social trends as well. No European country has experienced more dramatic turning points in its twentieth-century history than Austria. This volume divides the century into three periods. The five essays of Section I deal with the years 1900-1938. Under the relative tranquility of the late Habsburg monarchy seethed a witch's brew of social and political trends, signaling the advent of modernity and leading to the outbreak of World War I and eventually to the collapse of the Habsburg Empire. The First Austrian Republic was one of the succession states that tried to build a nation against the backdrop of political and economic crisis and simmering civil war between the various political camps. Democracy collapsed in 1933 and an authoritarian regime attempted to prevail against pressures from Nazi Germany and Nazis at home. The two essays in Section II cover World War II (1938-1945). In 1938, Hitler's "Third Reich" annexed Austria and the population was pulled into the cauldron of World War II, fighting and collaborating with the Nazis, and also resisting and fleeing them. The seven essays of Section III concentrate on the Second Republic (1945 to the present). After ten years of four-power Allied occupation, Austria regained her sovereignty with the Austrian State Treaty of 1955. The price paid was neutrality. Unlike the turmoil of the prewar years, Austria became a "normal" nation with a functioning democracy, one building toward economic prosperity. After the collapse of the "iron curtain" in 1989, Austria turned westward, joining the European Union in 1995. Most recently, with the advent of populist politics, Austria's political system has experienced a sea of change departing from its political economy of a huge state-owned sector and social partnership as well as Proporz. This informed and insightful volume will serve as a textbook in courses on Austrian, German and European history, as well as in comparative European politics.

When the Hapsburg monarchy disintegrated after World War I, Austria was not considered to be a viable entity. In a vacuum of national identity the hapless country drifted toward a larger Germany. Die Ubernahme des Parteivorsitzes 1967 durch Bruno Kreisky bewirkte die Offnung der unter Bruno Pittermann weitgehend erstarrten SPO in Richtung der neuen Mittelschichten und die Formulierung eines von diesen geforderten liberalen Reformprogramms. Die SPO wurde zum politischen Agenda-Setter, verband moderne und liberale Werte mit sozialem Garantismus und liess Osterreich angesichts der weltwirtschaftlichen Krisenerscheinungen infolge der beiden Erdolschocks durch ein "policy mix", das letztlich unzutreffend als "Austro-Keynsianismus" bezeichnet wurde, als eine "Insel der Seligen" im Meer der Krisen erscheinen. Kreisky wurde zur politischen Symbolfigur, zum politischen Uber-Vater.

Understanding the formation of governments has always been central to political science. Traditionally this topic has been considered from a rational choice theory perspective and the empirical testing of these theories; however neither approach alone is able to explain a large proportion of actual coalition formations. This comparative volume brings together a rational choice theory perspective and the empirical testing of these theories to study government formation. It provides in-depth studies of government formations in Europe that cannot be accounted for by existing coalition theory in order to identify potential explanatory factors that have been neglected so far. These ‘coalition puzzles’ are reconstructed by country experts based on secondary sources, newspaper accounts, internal party documents, and interviews in an effort to understand why particular governments were formed. In conclusion, this book assesses whether new factors can be integrated into rational choice theories or whether these analyses point to the need for a different paradigm.
