Dieser Projektion soll eine allgemeine Definition der lernenden Organisation vorausgehen, die für die nachfolgende Übertragung des Konzeptes auf die soziale Dienstleistung hilfreich sein wird. Die Darstellung rückt insbesondere die Frage in den Vordergrund, wie die lernende Organisation dazu beitragen kann, soziale Dienstleistungen erfolgreicher zu gestalten. Oder umgekehrt: wie kann eine soziale Organisation eine lernfähige und schließlich eine lernende Organisation werden? Die Idee, dass nicht nur Individuen, sondern auch Organisationen lernfähig sind, kam Anfang der 60er Jahre auf und etablierte sich im Laufe der 80er Jahre. Seit den 90ern ist das organisationale Lernen schließlich in sämtlichen Disziplinen, die in Organisationen operieren, ein unbestreitbares Managementmodell, das zur Qualitätssicherung und -verbesserung dient. Die Organisation, die als „selbständig handelndes Subjekt“ zu betrachten ist, muss sich den ändernden Bedingungen anpassen und aus Erfahrungen lernen können. Die lernende Organisation hat sich als besonders überlebensfähiges Modell erwiesen. Diese Anpassung an sich ändernde Bedingungen wird im Bereich der praktischen Sozialen Arbeit besonders relevant, da diese ein lebendiges System darstellt, das nicht nach vorhersehbaren Mustern (Ursache-Wirkung), sondern „diskontinuierlich, nicht-regelhaft, konfliktreich, unvorhersehbar, spontan und auf gleiche Weise unwiederholbar“ verläuft und somit auf ständige Prozessjustierungen, die auf praktischen Erfahrungen basieren, angewiesen ist. In der vorliegenden Arbeit wird sich im Wesentlichen auf die Ausführungen zu „Lernen vom Erfolg“ (1996) von Jona M. Rosenfeld in Zusammenarbeit mit Donald A. Schön – die den Begriff der lernenden Organisation im US-amerikanischen Diskurs wesentlich geprägt haben – bezogen, das in Berlin von Reinhart Wolff weiter entwickelt wurde. Dies soll vor genau jenem Hintergrund geschehen, wie die Erfolglosigkeit professioneller, sozialer Praxis überwunden und ständig neue Wege der Intervention gefunden werden können (inventions of interventions).
