It's a commonplace that citizens in Western democracies are disaffected with their political leaders and traditional democratic institutions. But in Democratic Legitimacy, Pierre Rosanvallon, one of today's leading political thinkers, argues that this crisis of confidence is partly a crisis of understanding. He makes the case that the sources of democratic legitimacy have shifted and multiplied over the past thirty years and that we need to comprehend and make better use of these new sources of legitimacy in order to strengthen our political self-belief and commitment to democracy. Drawing on examples from France and the United States, Rosanvallon notes that there has been a major expansion of independent commissions, NGOs, regulatory authorities, and watchdogs in recent decades. At the same time, constitutional courts have become more willing and able to challenge legislatures. These institutional developments, which serve the democratic values of impartiality and reflexivity, have been accompanied by a new attentiveness to what Rosanvallon calls the value of proximity, as governing structures have sought to find new spaces for minorities, the particular, and the local. To improve our democracies, we need to use these new sources of legitimacy more effectively and we need to incorporate them into our accounts of democratic government. An original contribution to the vigorous international debate about democratic authority and legitimacy, this promises to be one of Rosanvallon's most important books.

In recent years much has happened to justify an examination of biological research in light of national security concerns. The destructive application of biotechnology research includes activities such as spreading common pathogens or transforming them into even more lethal forms. Policymakers and the scientific community at large must put forth a vigorous and immediate response to this challenge. This new book by the National Research Council recommends that the government expand existing regulations and rely on self-governance by scientists rather than adopt intrusive new policies. One key recommendation of the report is that the government should not attempt to regulate scientific publishing but should trust scientists and journals to screen their papers for security risks, a task some journals have already taken up. With biological information and tools widely distributed, regulating only U.S. researchers would have little effect. A new International Forum on Biosecurity should encourage the adoption of similar measures around the world. Seven types of risky studies would require approval by the Institutional Biosafety Committees that already oversee recombinant DNA research at some 400 U.S. institutions. These "experiments of concern" include making an infectious agent more lethal and rendering vaccines powerless.

This book traces the word's eventful history from its 1754 coinage into the twentieth century--chronicling along the way much of what we now call the natural and social sciences. The book charts where the term went, with whom it resided, and how it fared. We cross oceans and academic specialties and meet those people, both famous and now obscure, who have used and abused serendipity. We encounter a linguistic sage, walk down the illustrious halls of the Harvard Medical School, attend the (serendipitous) birth of penicillin, and meet someone who "manages serendipity" for the U.S. Navy. The story of serendipity is fascinating; that of The Travels and Adventures of Serendipity, equally so. Written in the 1950s by already-eminent sociologist Robert Merton and Elinor Barber, the book--though occasionally and most tantalizingly cited--was intentionally never published. This is all the more curious because it so remarkably anticipated subsequent battles over research and funding--many of which centered on the role of serendipity in science. Finally, shortly after his ninety-first birthday, following Barber's death and preceding his own by but a little, Merton agreed to expand and publish this major work. Beautifully written, the book is permeated by the prodigious intellectual curiosity and generosity that characterized Merton's influential On the Shoulders of Giants. Absolutely entertaining as the history of a word, the book is also tremendously important to all who value the miracle of intellectual discovery. It represents Merton's lifelong protest against that rhetoric of science that defines discovery as anything other than a messy blend of inspiration, perspiration, error, and happy chance--anything other than serendipity.

In the late 1990s, AI witnessed an increasing use of the term 'argumentation' within its bounds: in natural language processing, in user interface design, in logic programming and nonmonotonic reasoning, in Al's interface with the legal community, and in the newly emerging field of multi-agent systems. It seemed to me that many of these uses of argumentation were inspired by (of ten inspired) guesswork, and that a great majority of the AI community were unaware that there was a maturing, rich field of research in Argumentation Theory (and Critical Thinking and Informal Logic) that had been steadily re building a scholarly approach to the area over the previous twenty years or so. Argumentation Theory, on its side; was developing theories and approaches that many in the field felt could have a role more widely in research and soci ety, but were for the most part unaware that AI was one of the best candidates for such application.
