Die Fragen unserer Risikogesellschaft lassen sich auch nicht durch Volksentscheide lösen, und "Runde Tische", an denen wieder neue Funktionäre sitzen, führen ebenfalls nicht weiter. Die Planungszelle ist dagegen ein Politikbaustein, der seine Aufgaben lösungskräftig angeht, der jedem Bürger faire vis-à-vis-Situationen bietet und der in die bestehenden Entscheidungsabläufe problemlos einzubauen ist. Die Chance "Bürger" wird einst - das ist absehbar - millionenfach genutzt werden.

Studienarbeit aus dem Jahr 2008 im Fachbereich Politik - Allgemeines und Theorien zur Internationalen Politik, Note: 2,0, Technische Universität München (TUM), Veranstaltung: Demokratie und Gesellschaft (Hauptseminar, 4 Credit Points), Sprache: Deutsch, Abstract: Demokratie (gr. ημοκρατία, von δήμος [démos], „Volk“, und κρατία [kratía], „Herrschaft“) bezeichnete zunächst im antiken Griechenland die direkte Volksherrschaft, allerdings mit starken Eingrenzungen der zum politisch aktiven Volk gehörigen Bürger. Heute wird Demokratie zumeist als allgemeiner Sammelbegriff für Herrschaftsformen gebraucht, deren Herrschaftsgrundlage aus einem weitgefassten und pluralistischen Volksbegriff abgeleitet wird, mit umfassenden Partizipationsrechten für alle Bürger ab Vollendung des 18. Lebensjahres. Die Probleme beginnen dann, wenn die Bürger selbst ihre Partizipationsrechte nicht mehr wahrnehmen wollen. Das scheint eine gegenwärtige Entwicklung der Demokratien, vor allem in den Industrieländern. Trotz gutem Bildungsstand und hohem Lebensstandard, verliert das ursprüngliche Menschenbild der Demokratie den wichtigsten Charakterzug: sein Interesse daran, sein Schicksal auf politischer Ebene mitzubestimmen. Der Grund dafür scheint das geringe Vertrauen in das politische System zu sein, was als Ursache u.a. eine zu geringe politische Bildung haben könnte. Gerade in Fragen der Technikentwicklung, die vielfältig und langfristig den Alltag prägen und in Ihrer Komplexität sehr schwer zu durchschauen sind, wäre eine effektive Bürgerbeteiligung wichtig. Dadurch könnten die demokratischen Staaten Entscheidungen treffen, die nicht allzu schnell revidiert werden müssten, was bei der Tragweite der Technikentscheidungen von großer Bedeutung ist. In dieser wissenschaftlichen Arbeit beschäftigt uns die Frage, ob die Planungszelle den demokratischen Einfluß der Technikentwicklung erhöht. Dabei vertrete ich die These, dass die Planungszelle zwar ein hervorragendes Verfahren zur Bekämpfung der Politikverdrossenheit ist. Doch durch die Beratungsfunktion ihrer Ergebnisse, kann der Einfluss der Planungszelle auf die Entscheidungsträger höchstens einen korrektiven Charakter einnehmen.
