Der Begriff, Plattenbau' ist in der Diskussion uber die Wohnungsversorgung in den neuen Bundeslandern zu einer Kategorie geworden, mit der mancher apoka lyptische Vorstellungen verbindet. Oberall in Ostdeutschland, sowohl in den Stadten als auch in landlichen Bereichen, begegnet man der, Platte', denn in den letzten Jahren der DDR wurde im Wohnungsbau nur noch ein einziges Bausystem realisiert. Dies fuhrte zu einer extremen Uniformitat der Hauser und Wohnungen im Neubau. Wie es zu dieser Typisierung kam, zeigt Christine Hannemann in der vorliegenden Studie uber die Industrialisierung des Wohnungsbaus in der DDR., Die Wohnungsfrage' war eines der zentralen sozialen Probleme, die mit der In dustrialisierung und der Urbanisierung im 19. Jahrundert entstanden ware- und sie war fur die Arbeiterbewegung immer wieder Anlag zu den heftigsten Anklagen gegen den Kapitalismus. Friedrich Engels hatte in seiner Schrift, Zur Wohnungsfrage die These verbreitet, dag die Wohnungsnot iill Kapitalismus nicht 711 losen sei. FUr eine Lasung der Wohnungsfrage zu kampfen war in der Arbei terbewegung daher identlsch mit dem Kampf fur die Oberwindung des Kapua lismus. Als in der DDR Anfang der 70er Jahre eine Staatsaktion zur endgultigen Losung der Wohnungsfrage innerhalb von 20 Jahren ausgerufen wurde, war also ein symbolisch aufgeladener Politikbereich ins Zentrum geruckt worden, mit dem die Oberlegenheit des Sozialismus demonstriert werden sollte.

Inhaltsangabe:Zusammenfassung: Nach dem Zweiten Weltkrieg mit seinen großen Zerstörungen stand in Deutschland die Frage des Wiederaufbaus der Städte im Mittelpunkt. Nach einer Phase der Wiederherstellung und Sanierung beschädigter, aber noch gebrauchsfähiger Wohnungen musste massiv über den Neubau von Wohnungen nachgedacht werden. Dieses erfolgte in einem umfassenden Sinn. Die verschiedenen Ideen und Konzepte für den Aufbau des zerstörten Landes waren sehr vielfältig und voneinander verschieden. Die Diskussionen unter Experten, Politikern und Bürgern waren sehr variantenreich. Verkürzt könnte dies als ein Streit zwischen konservativen Ideen (Heimatschutzstil) auf der einen und linken Vorstellungen (Neues Bauen) auf der anderen Seite bezeichnet werden. Die Nuancen zwischen den beiden Polen waren dabei vielfältig. Die deutsche Nachkriegsentwicklung führte zur Teilung des Landes mit verschiedenen Gesellschaftssystemen und in der Konsequenz zu zwei deutschen Staaten. Auf dem Gebiet der sowjetischen Besatzungszone wurde das Gesellschaftssystem nach dem Vorbild der Sowjetunion gestaltet. In wirtschaftlicher Hinsicht begann die Umgestaltung von einer, noch kapitalistischen Strukturen gehorchenden Organisation, hin zu einem planwirtschaftlichen System. Begonnen wurde mit der Verstaatlichung der industriellen Großbetriebe. Ein weiterer wichtiger Schritt zur Errichtung des neuen Wirtschaftssystems war die Bodenreform, d.h. die allmähliche Beseitigung des privaten Besitzes an Grund und Boden. Auf dieser Grundlage entwickelte sich ein Ansatz zur Lösung der drängenden Wohnungsprobleme, der als sozialistisches Wohnkonzept bezeichnet wird. Dieses Konzept ist seinem Ursprung nach Eines, was unter den Bedingungen der bürgerlichen Gesellschaft, im kapitalistischen Wirtschaftssystem ersonnen wurde. Eine Umsetzung dieser Ansätze müsste im DDR-Wohnungsbau abzulesen sein. Die Frage lautete also: Ist das sozialistische Wohnkonzept Leitidee gewesen bzw. umgesetzte gebaute Realität geworden? Die Urväter dieser Ideen hatten noch keine Möglichkeit der Umsetzung, weil die wirtschaftlichen und politischen Grundvoraussetzungen nicht erfüllt waren. In der DDR wurden diese Rahmenbedingungen hergestellt. Daraus ergab sich die Frage, inwieweit die Ideen jener Theoretiker der sozialistischen Wohnreform dem realen Wohnungsbau in der DDR, zugrunde lagen. How does an urban community come to terms with the loss of its future? The former socialist model city of Hoyerswerda is an extreme case of a declining postindustrial city. Built to serve the GDR coal industry, it lost over half its population to outmigration after German reunification and the coal industry crisis, leading to the large-scale deconstruction of its cityscape. Since German reunification in 1990, there has been widespread concern about marginalized young people who, faced with bleak prospects for their future, have embraced increasingly violent forms of racist nationalism that glorify the country's Nazi past. The Management of Hate, Nitzan Shoshan’s riveting account of the year and a half he spent with these young right-wing extremists in East Berlin, reveals how they contest contemporary notions of national identity and defy the clichés that others use to represent them. Shoshan situates them within what he calls the governance of affect, a broad body of discourses and practices aimed at orchestrating their attitudes toward cultural difference—from legal codes and penal norms to rehabilitative techniques and pedagogical strategies. Governance has conventionally been viewed as rational administration, while emotions have ordinarily been conceived of as individual states. Shoshan, however, convincingly questions both assumptions. Instead, he offers a fresh view of governance as pregnant with affect and of hate as publicly mediated and politically administered. Shoshan argues that the state’s policies push these youths into a right-extremist corner instead of integrating them in ways that could curb their nationalist racism. His point is certain to resonate across European and non-European contexts where, amid robust xenophobic nationalisms, hate becomes precisely the object of public dispute.
