Eine Einbeziehung auch der (Reform-)Staaten Osteuropas war - zumal zum Zeitpunkt der Projektierung dieses Werkes - noch nicht möglich, da die Entwicklung dieser Länder zu sehr im Fluß war und ist. Dies gilt besonders für die aus politikwissenschaftlicher Sicht nicht zu vernachlässigenden informellen Prozesse. Eine Ausnahme bildet der Beitrag über Deutschland, das als einziger der hier behandelten Staaten auch Gebiete umfaßt, die bis 1989/90 zum "Ostblock" gehörten.

Gegenstand Die vergangene Berichterstattung über Polen - neu im Fokus seit dem Flugzeugabsturz nahezu der gesamten oberen Funktionseliten - oder aber das Wiederaufflammen politischer Ressentiments in Ungarn haben beide Staaten in den Fokus der Öffentlichkeit geholt. Ihre inter- und transnationale Verflechtung für Europa macht die Untersuchung hinsichtlich ihrer politischen Kultur und Parteien überaus erkenntnisreich. II. Zielsetzung Durch den Zusammenbruch der UdSSR wurden die Stabilisierungsfähigkeit der zu untersuchenden politischen Systeme auf die Probe gestellt. Diese Leistung konnten sie im Transformationsprozess lediglich ansatzweise erfüllen. Eingebettet in diesen Hintergrund soll die folgende Frage leitend sein: Inwieweit führte die Systemtransformation zu einem Erstarken extremistischer Parteien in Polen und Ungarn? Dieser Komplex wird durch eine Reihe von weiteren Fragen aufgefächert, die unter anderem die Ursachen und Folgen, aber auch die jeweiligen Akteure und Programme aufgreifen. III. Methode Im Wesentlichen handelt es sich um qualitative Methoden der empirischen Sozialforschung, wie der Hermeneutik und der qualitativen Textanalyse. IV. Datengrundlage Vorderhand wird der umfangreiche Sammelband Ismayrs verwendet, bei dem die einzelnen politischen Systeme in ihrer Vielfalt zusammengetragen sind. Aktuelle Informationen konnten aus der Reihe "Aus Politik und Zeitgeschichte" entnommen werden. Das theoretische Fundament wurde mit Merkels grundlegenden Werken zur Systemtransformation gelegt. V. Ergebnisse und Schlussfolgerungen Anhand der Ursachenanalyse kann ein signifikanter Zusammenhang zwischen Systemtransformation und dem Erstarken politischen Extremismus nachgewiese

This book examines the use of presidential powers in Central and East Europe between 1990 and 2010. Focussing on presidential vetoes and the formation of governments, it maps patterns of presidential activism and its determinants across nine democracies. Thereby, it combines the analysis of original quantitative data on the use of presidential powers with in-depth case studies in an innovative mixed-methods framework. Based on regression analyses and unique insights from numerous elite interviews, the study shows strong support for the hitherto insufficiently tested assumption that popularly elected presidents are more active than their indirectly elected counterparts. How could it happen that continental Europe became a “Europe of the Dictatorships“ in the twentieth century? It requires some effort to understand such processes. It is insufficient to observe merely the dictatorships and their mechanisms, one must also incorporate the seemingly harmless history leading up to that time and, above all, the transitions that took place. The book begins with a description of the historical situation after the First World War. Europe’s brutalization through colonial wars and inter-European conflicts, carried out using means of mass extermination, led to fractures in civilized cultures. What follows in the second section is another state-by-state organized design of the transition from countries that were fascist (and countries that were made fascist) into communist states established in accordance with the Soviet model. The third part of the book is devoted to the history of the “Eastern Bloc” states from 1953 to 2013.
