Anfangs der 70er Jahre haben politische, bürokratische und verbandliche Spitzen als Antwort auf die scharfe öffentliche Kritik an der Heimerziehung zahlreiche Reformprogramme entwickelt. In der vorliegenden Arbeit geht es um die Frage, welche Verwirklichungschancen diese Reformkonzepte haben. Die Analyse zeigt, dass die Reformprogramme zwar demokratische Werte postulieren, jedoch kaum Strategien zu ihrer Realisierung enthalten. Überdies stehen sie einer Heimpraxis gegenüber, die kaum in der Lage ist, Demokratisierungsprozesse einzuleiten. Vor diesem Hintergrund entwickelt der Verfasser Konzepte und Strategien, die auf eine tatsächliche Demokratisierung der Heimerziehung abzielen.
