Zwischen 1919 und 1929 kam es in der nord-italienischen Stadt Reggio Emilia zur Gründung verschiedener Kommunaler Kindergärten. In dieser Zeit befanden sich die meisten Kindergärten in kirchlicher Trägerschaft. Loris Malaguzzi gilt als bekanntester Vertreter der Reggio- Pädagogik. Mit seinen Gedanken und Ansätzen gestaltete er die Reggio- Pädagogik und setzte sie in den Kindergärten praktisch um.

Bis 2013 sollen für 30% der Kinder in den ersten drei Lebensjahren in Deutschland Betreuungsplätze geschaffen werden. Diese Forderung spiegelt gesellschaftliche und kulturelle Veränderungen im Denken und Handeln wider, die sich aus den unterschiedlichen Bereichen der Gesellschaft ergeben. Auf der einen Seite stehen private Entscheidungen wie die Familienplanung, die Verteilung von Familienarbeit auf beide Elternteile, die Erwerbsarbeit von Frauen und die unterschiedlichsten Familienkonstellationen sowie wirtschaftliche Zwänge in den Familien. Zum anderen fordert die Gesellschaft mehr und besser ausgebildete Kinder, hinzu kommt die stetige wachsende Anerkennung der frühen Kindheit als für den gesamten Lebenslauf prägende Zeit. In der Arbeit mit Kindern in den ersten drei Lebensjahren wird Reflektion auf unterschiedlichen Ebenen verlangt. Um verstehen zu können, warum in Deutschland die außerfamiliäre Betreuung von Kindern in den ersten drei Lebensjahren bis heute ein emotional besetztes Thema ist, dass heiß und inbrünstig diskutiert wird, der muss einen Blick in die Vergangenheit werfen. Dabei zeigt sich, dass die Rolle der Frau in der Gesellschaft eng mit der Entwicklung frühkindlicher Betreuungseinrichtungen verbunden ist. Es wird deutlich, wie gesellschaftliche und politische Entwicklungen seit dem 19. Jahrhundert bis in die Gegenwart hineinwirken. Die jeweiligen Rollenverteilungsmuster wirken z.T. unterschwellig, z.T. offensichtlich bis in die „moderne Beziehung“ zwischen gut ausgebildeten, selbstständigen jungen Frauen und ihren liberalen und an den Kindern ehrlich interessierten Partnern. Werden heute aus Paaren Eltern, sind sie wie keine Generation zuvor vor die Wahl von Lebensentwürfen für ihre kleine Familie gestellt und müssen entscheiden, was für sie „richtig oder falsch“ ist. Alle Varianten der Rollenaufteilung und Betreuungsmöglichkeiten werden aus den unterschiedlichen Perspektiven gewertet. Welche Rolle politische Interessen und gesellschaftliche Überzeugungen für das Leben von Kindern und ihren Familien spielen, zeigt der Vergleich der unterschiedlichen Entwicklungen der Kinderbetreuungspolitik in DDR und BRD. Diese historische Reflektion zieht eine Betrachtung der aktuellen Lebenswelt von Kindern und ihren Familien nach sich. Hinsichtlich einer professionellen Arbeit stellen sich die Fragen, inwiefern außerfamiliäre Kleinkindbetreuung den Bedürfnissen der Eltern, im besonderen Maße jedoch den Bedürfnissen der Kinder gerecht werden kann. In keiner anderen Zeit im Leben findet in einem solchen rasanten Tempo eine solch bedeutende Entwicklung statt. Es soll jedoch keine weitere Abhandlung frühkindlicher Entwicklung sein, sondern aufzeigen, welche Anforderungen sich aus dieser besonderen Lebensphase für die pädagogischen Fachkräfte ergeben und wie diesen entsprochen werden kann.
