Since 1997, FORUM has been an integral part of the landscape of European studies. In addition to contemporary history, it offers insights into the history of ideas and reviews books on Central and Eastern European history. It offers more than just history—for instance, interdisciplinary discussions by political scientists, literary, legal, and economic scholars, and philosophers. FORUM sees itself as a bridge between East and West. Through the translation and publication of texts and contributions from Russian, Polish, and Czech researchers, it offers the Western reader access to the scholarly discourse of Eastern Europe. The 'short' 20th century is one of the best-documented eras in history. Nevertheless, it holds more mysteries than many periods of antiquity or the Middle Ages of which we have only sparse relics. One of the biggest mysteries is the question of the causes of the collapse of civilization in the first half of the century. In Germany as well as in Russia, regimes came to power invoking the implementation of utopias that had been dreamt up during the 'long' 19th century yet which had been considered unrealizable. Now, it turned out, even the most radical utopian blueprint could be put into place. This development, intertwined with an extraordinarily deep crisis of European democracy, did not happen overnight. It had been looming for a long time. There had even been several prescient voices heralding the upcoming crisis—trailing away without being noticed. Volume 19, Issue 1 of FORUM recognizes some of these unheard prophets and scrutinizes their writings.

An dieser Stelle soIl nun nicht die Interpreta tion noch einmal ausgelegt werden. Vielmehr wollen wir fragen, we1che Stellung der Autor in der sogenannten "Phanomenolo gischen Bewegung" einnimmt. Schutz selbst bestimmt in einer personlichen Tonbandaufzeich nung! seinen Standort in der Phanomenologie und seine Herkunft aus den philosophischen Schulen der Studienzeit. "Ich traf den groBen Denker zum erstenmal 1932, als er schon lange keine Vorlesungen mehr hielt, zwolf Jahre nach dem Ende meines Studiums an der Universitat Wien. Mein Weg zur Philo sophie Husserls war, wie er selbst einmal sagte, hochst ungewohn lich. Seit meinen fruhesten Studientagen galt mein Interesse am meisten der philosophischen Grundlegung der Sozialwissenschaf ten, besonders der Soziologie. Zu jener Zeit stand ich noch ganz im Banne Max Webers, insbesondere war ich von seinen methodo logischen Schriften fasziniert. Ich erkannte jedoch bald, daB Max Weber die Werkzeuge, we1che er fur seine konkrete Forschung benotigte, zwar geschmiedet hatte, daB aber sein Hauptproblem - das Verstehen des subjektiven Sinnes einer sozialen Handlung fur den Handelnden selbst - noch der philosophischen Begriin dung bedurfe. Mein Lehrer der Rechtsphilosophie, Hans Kelsen, hatte den Versuch unternommen, eine so1che philosophische 1 Tonbandaufzeichnung.

Die Arbeit befasst sich mit dem regionalisierten und sektorübergreifenden Steuerungsansatz von Regional Governance und der Einbeziehung der Forstwirtschaft als Politiksektor. Am Beispiel der integrierten ländlichen Entwicklung klärt sie einerseits die Frage nach forstwirtschaftlichen Potentialen in Regional Governance-Initiativen und analysiert andererseits allgemeine politische Kräfte, die Regional Governance bestimmen. Es wird gezeigt, dass im Rahmen von Regional Governance-Initiativen konventionelle und innovative Potentiale für die Forstwirtschaft bestehen. Diese können jedoch aufgrund unterschiedlicher Informationsstände, verschiedener Kapazitäten sowie unterschiedlicher Anreizwirkungen nicht von allen Akteursgruppen gleichermaßen realisiert werden. Die vorgefundenen politischen Determinanten von Regional Governance umfassen die Konkurrenz zwischen Regional Governance-Institutionen und demokratisch legitimierten Institutionen, die Strategie höherer politischer Ebenen zur Erlangung von Einfluss auf Regionalpolitik, sowie die Prägung von Regional Governance durch die Interessen von starken Akteuren und deren Koalitionen. In diesem Zusammenhang wird gezeigt, dass der sektorübergreifende Anspruch von Regional Governance aufgrund sektoraler Interessenlagen sowohl in der Formulierung als auch im regionalen Vollzug nicht erfüllt wird und sich lediglich punktuelle Integrationserfolge auf Projektebene erreichen lassen. Diese Ergebnisse lassen sich durch zweierlei Machtstrategien erklären: Einerseits das Bemühen übergeordneter politischer Ebenen, ihren Einfluss auf Regionalpolitik auszuweiten und andererseits die Strategie von konkurrierenden Politiksektoren, ihren Einflussbereich zu verteidigen bzw. zu Lasten anderer Sektoren auszudehnen.
