Die Kollaboration mit deutschen Besatzern im Zweiten Weltkrieg ist ein bis heute brisantes Problem, das weit über die Wissenschaft hinaus höchste politische Aufmerksamkeit auf sich zieht. Für West- und Mitteleuropa gut erforscht, liegen zuverlässige Ergebnisse zu den 1941-1944 deutsch besetzten Gebieten der Sowjetunion erst seit der Öffnung der dortigen Archive vor. Um so größeres Interesse darf das neue Buch Ruth Bettina Birns beanspruchen. Die exzellente Kennerin des Terrorregimes der Höheren SS- und Polizeiführer im Osten präsentiert und analysiert erstmals einen auf den Originalquellen basierenden, ganz außergewöhnlichen Fall von Kollaboration, bei dem einheimische, nichtdeutsche Kollaborateure im Kernbereich der deutschen Herrschaftsausübung selbst aktiv waren. Es handelt sich um die Dienststelle des 'Kommandeurs der Sicherheitspolizei und des SD Estland' in Reval. Reval (Tallinn) war Ende August 1941 von der Wehrmacht erobert worden. Ihr auf dem Fuße folgte der SS- und Polizeiapparat. Die sogleich errichtete Dienststelle des KdS Estland war durchgängig in einen deutschen und einen estnischen Teil gegliedert. Zwar dominierte wie bei der Zivilverwaltung des Generalkommissariats Estland der deutsche Part, doch ohne die über das ganze Land verteilten, in den deutschen Apparat inkorporierten estnischen Sipo-Dienststellen wäre die Praxis von Unterdrückung und Verfolgung tatsächlicher und angenommener Gegner des Besatzungsregimes eine weit weniger effektive gewesen. Die Autorin kann sich auf eine ungewöhnliche Dichte von Quellen stützen. Neben etwa 5.000 von deutschen und estnischen Sicherheitspolizisten gemeinsam bearbeiteten Fallakten im Staatsarchiv Tallinn hat sie weitere Quellen in Deutschland, Moskau, Riga, Vilnius, Washington und Jerusalem ausgewertet. Auf dieser Basis zeichnet sie ein präzises Bild der Struktur und Machtmittel des Repressionsapparates in Estland. Den Schwerpunkt des Buches bildet die Strafpraxis gegen Kommunisten, Juden, 'Zigeuner', Kriminelle und 'Asoziale', Russen und sowjetische Kriegsgefangene. Die Deutschen wie Esten gemeinsamen Feindbilder werden ebenso beleuchtet wie das Verhältnis der deutschen und estnischen Angehörigen der Sicherheitspolizei zueinander. Das Schlusskapitel lenkt den Blick auf den juristischen und vergangenheitspolitischen Umgang mit dem Thema nach 1945. Eine Pionierstudie ersten Ranges!

Estonia is perhaps the only country in Europe that lacks a comprehensive history of its Jewish minority. Spanning over 150 years of Estonian Jewish history, "On the Margins" is a truly unique book. Rebuilding a life beyond so-called Pale of Jewish Settlement in the Russian Empire, the Jewish cultural autonomy in interwar Estonia, and the trauma of Soviet occupation of 1940–41 are among the issues addressed in the book but most profoundly, the book wrestles with the subject of the Holocaust and its legacy in Estonia.
