Gustav Schmoller, von seinen Gegnern abwertend als »Kathedersozialist« bezeichnet, legt im vorliegenden Band seine Überlegungen zur sozialen Frage dar. Im ersten Teil des posthum erschienen Werkes zeichnet er die Geschichte der Arbeitsteilung nach, beschreibt das Wesen des Eigentums und geht auf die Entstehung der gesellschaftlichen Klassenbildung nach. Der zweite Teil ist dem Arbeiterstand und den sozialen Institutionen gewidmet, während Schmoller sich im letzten Teil mit dem Klassenkampf auseinandersetzt. Insgesamt gelang Schmoller in dieser strenggenommen soziologischen Untersuchung zu einem versöhnlichen Urteil: »Noch sind wir nicht am Ziele des Umbildungs- und Erziehungsprozesses der Arbeiter und der Unternehmer. Aber wir sehen doch die Möglichkeit einer besseren, einer friedlicheren sozialen Zukunft, einer dauernden Hebung des Arbeiterstandes, eines Friedens mit den höheren Gesellschaftsklassen, mit dem heutigen Staate.« (S. 505)

This study recreates the intellectual climate and transatlantic setting of turn-of-the-century American reform. It examines the influence and meaning of German social thought and reform in the American Reform Movement prior to World War I. The American Progressives used the German theories in order to develop and establish new concepts of reform and to base democracy on principles other than possessive individualism, utilitarian ethics, and market ideology that liberalism held in stock. However, due to the war these reforms lost their radical character. In the end, the progressive quest for a broader sphere of public control, participatory models of reform, and social ethics yielded to the liberal model of regulation, business co-operation, and administrative efficiency, and to the moralistic agenda of prohibition and immigration control. Why does the welfare state develop so unevenly across countries, regions, and localities? What accounts for the exclusions and disciplinary features of social programs? How are elite and popular conceptions of social reality related to welfare policies? George Steinmetz approaches these and other issues by exploring the complex origins and development of local and national social policies in nineteenth-century Germany. Generally regarded as the birthplace of the modern welfare state, Germany experimented with a wide variety of social programs before 1914, including the national social insurance legislation of the 1880s, the "Elberfeld" system of poor relief, protocorporatist policies, and modern forms of social work. Imperial Germany offers a particularly useful context in which to compare different programs at various levels of government. Looking at changes in welfare policy over the course of the nineteenth century, differences between state and municipal interventions, and intercity variations in policy, Steinmetz develops an account that focuses on the specific constraints on local and national policymakers and the different ways of imagining the "social question." Whereas certain aspects of the pre-1914 welfare state reinforced social divisions and even foreshadowed aspects of the Nazi regime, other dimensions actually helped to relieve sickness, poverty, and unemployment. Steinmetz explores the conditions that led to both the positive and the objectionable features of social policy. The explanation draws on statist, Marxist, and social democratic perspectives and on theories of gender and culture.
