Der Blick auf die wichtigsten Stationen seiner Karriere, die in die entscheidenden Phasen der Entwicklung des Nationalsozialismus eingebettet werden, bietet gleichzeitig fundierte Einblicke in das Herrschaftsgefüge, die Funktionen und Netzwerke des NS-Staats. Wagner wird in der NS-Forschung als der Despot von München beschrieben. Er war Bahnbrecher bei der Errichtung des Konzentrationslager-Systems, sein Innenministerium administrierte die Morde an behinderten Menschen mit. Er war Schrittmacher in der Vernichtung der wirtschaftlichen Existenz der jüdischen Bevölkerung. Die Kriegsvorbereitungen im Rahmen des zweiten Vierjahresplans 1936-1939 verstärkte Wagner in einer bis dato unvergleichlichen Ästhetisierungsoffensive. Dazu dienten die Ausstellungen "Der ewige Jude", "Die antibolschewistische Schau", "Die entartete Kunst" und "Die Schönheit der Arbeit und der Leistungskampf der Betriebe". Wagners Wirken war nicht an einen bestimmten Gegenstand gebunden, sondern an eine gesellschaftliche Funktion: der "Menschenführung", der Enthemmung und Leistungsmaximierung für den Krieg. Die Studie fragt, wie es möglich war, dass aus dem Bergbaustudent an der RWTH Aachen der Vorreiter auf so vielen Gebieten der NS-Verbrechen wurde. Schwerpunkte bilden seine soziale Herkunft, die Studienzeit und Mitgliedschaft in einer schlagenden Verbindung, das Soldatentum im 1. Weltkrieg, die erste Berufspraxis sowie seine ersten politischen Schritte.
