Im Gegenteil: Die Wikipedia listet für das 21. Jahrhundert bereits jetzt sechs andauernde bzw. neu entstandene Kriege auf. Hinzu kommen zahllose weltweite Konflikte, die aufgrund ihrer Größe, ihrer internationalen Bedeutung oder einzelner Interessenslagen nicht als Kriege erfasst werden, wohl aber mit denselben verhehrenden Folgen einhergehen. Auch steht nicht zu erwarten, dass das gerade angebrochene Jahrhundert ein friedliches werden wird: In Iran und Nordkorea forschen autoritäre Staaten an Atomwaffen; in Irak und Afghanistan versagen klassische Einsatzkräfte – darunter die deutsche Bundeswehr – im Kampf gegen asymmetrische Gegner; große Teile des afrikanischen Kontinents sind Brandherde von ethnischen und religiösen Völkerkriegen. Krieg scheint – trotz aller Regime, internationaler Organisationen und pazifistischer Ideologien – unausrottbar. Im Zuge der Globalisierung und Technisierung entstehen sogar neue Kriegsformen, die jener eben erwähnten Asymmetrisierung der Konfliktparteien entstammen.3 Ein fundiertes Verstäandnis von den Entstehungsbedingungen von Kriegen zwischen modernen, technologisch fortgeschrittenen Staaten unserer Zeit ist daher offensichtlich ein unverzichtberer Bestandteil der Internationalen Beziehungen. Im Folgenden soll anhand der (liberalen) Theorie des demokratischen Friedens dargestellt werden, wie Konfliktvermeidung und -lösung zwischen Demokratien funktioniert und weshalb sie gegenüber Autokratien scheitert. Kriege von Autokratien untereinander sind nicht Gegenstand der Arbeit.

Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law.
