Doch auch vor 1961 gab es ein Grenzregime der DDR, das zahlreiche Opfer gefordert hat. Zwischen 1948 und 1961 kamen an den Berliner Grenzen 39 Menschen ums Leben, darunter ein West-Berliner Polizeibeamter, zwei amerikanische Soldaten und zwei DDR-Polizisten. Die meisten der zivilen Todesopfer wurden im Zusammenhang mit Grenzkontrollen von Polizisten der DDR erschossen. Im Buch werden erstmals die Biografien der Toten und die Umstände ihres Todes geschildert, wobei die Ermittlungen in Ost und West einbezogen sowie der öffentliche Umgang mit den Opfern behandelt werden

Into the twenty-first century, millions of disabled people and people experiencing mental distress were segregated from the rest of society and confined to residential institutions. Deinstitutionalization – the closure of these sites and integration of former residents into the community – has become increasingly commonplace. But this project is unfinished. Sites of Conscience explores use of the concept of sites of conscience, which involves place-based memory activities such as walking tours, survivor-authored social histories, and performances and artistic works in or generated from sites of systemic suffering and injustice. These activities offer new ways to move forward from the unfinished deinstitutionalization project and its failures. Covering diverse national contexts, this volume proposes that acknowledging the memories and lived experiences of former residents – and keeping histories and social heritage of institutions alive rather than simply closing sites – holds the greatest potential for recognition, accountability, and action.

Seit Aufstellung der Bundeswehr 1955 verloren über 3300 Soldaten ihr Leben im Dienst. Nur eine Minderheit von ihnen fiel in Kampfeinsätzen. Die weitaus meisten kamen bei Unfällen ums Leben. Seitdem gedenkt die Bundeswehr offiziell und öffentlich ihrer toten Soldaten. Warum verweigerte die Bundeswehr so lange ein öffentlich sichtbares und dauerhaftes Gedenken? The post-war Federal Republic of Germany faced the task of addressing the plight of the victims of state socialism under the Soviet occupation of eastern Germany and in the German Democratic Republic, many of whom fled to the west. These victims were not passive objects of the West German state’s policy, but organized themselves into associations that fought for recognition of their contribution to the fight against communism. After German unification, the task of commemorating and compensating these victims continued under entirely new political circumstances, yet also in the context of global trends in memory politics and transitional justice that give priority to addressing the fate of victims of non-democratic regimes. Constructions of Victimhood: Remembering the Victims of State Socialism in Germany draws on the constructivist systems theory of Niklas Luhmann to analyze the role of victims organizations, the political system, and historians and heritage professionals in the struggle over the memory of suffering under state socialism, from the Cold War to the present day. The book argues that the identity and social role of victims has undergone a process of constant renegotiation in this period, offering an innovative theoretical framework for understanding how restorative measures are formulated to address the situation of victims. As such, it offers not only insights into a neglected aspect of post-war German history, but also contributes to the ongoing academic debate about the role of victims in process of transitional justice and the politics of memory.
