Energieeffizienz stand sowohl in der Energiepolitik als auch in der Umweltpolitikforschung lange im Schatten der mit sehr viel mehr Aufmerksamkeit versehenen erneuerbaren Energien. Ursachen hierfur waren hohe Anfangsinvestitionen, lange Amortisierungszeitraume und die nur mittelbare Wirkung auf Kosten- und Emissionseinsparungen. Die Vernachlassigung verwundert dennoch, denn Energieeffizienz kann zur Losung einer ganzen Reihe von Herausforderungen beitragen, vor denen die EU steht: Obwohl der Gesamtbedarf an Energie in der Union langsam absinkt, steigt ihre Energieabhangigkeit. Steigende Kosten fur Energieimporte beschranken die innen- wie aussenpolitischen Handlungsspielraume. Wirtschaftliche Interessen bremsen die nachhaltige Modernisierung der Energiemarkte. Mit der EU-Energieeffizienzrichtlinie sollten multidimensionale Vorteile der Energieeffizienz politisch fixiert werden: Einsparung von Kosten und Emissionen, Abdampfung der Energiepreise, Reduzierung geostrategischer Abhangigkeiten von Lieferstaaten. Die Entkopplung von Wirtschafts- und Bevolkerungswachstum sowie steigendem Energiebedarf und okologischem Schaden wurden zum strategischen Zielszenario. Mit der Richtlinie sollte den Mitgliedsstaaten ein Handlungsrahmen bis ins Jahr 2020 geboten, Aktionsfelder benannt und Instrumentarien zur erfolgreichen Umsetzung entwickelt werden. Der Verhandlungs- und Implementationsprozess fur die Richtlinie ist Gegenstand dieser Arbeit. Mit einer Policy-Analyse von Agenda Setting, Verhandlungsverlauf, Inhalten und Implementation der Energieeffizienzpolitik werden Muster institutionellen Handelns sowie funktionale Verknupfungen zu anderen Politikfeldern herausgearbeitet. Mit dem "Advocacy Coalition Framework" werden Policy-orientiertes Lernen und die Interessen involvierter Akteure erklart. Die gewonnenen Erkenntnisse zu markanten Handlungsmustern, Erfolgsbedingungen und Hemmnissen tragen zu einem besseren Verstandnis der europaischen Energiepolitik bei.

This book results from a pioneering effort to organize a productive interdisciplinary research program on sustainable development policy in a small country not previously recognized as a world leader in environmental social science. In the USA, where I work, these barriers continue to pose major challenges after some 30 years of effort. Switzerland has made noteworthy progress in only five. I hope this book represents the beginning of a long term effort at problem-oriented interdisciplinary collaboration among Swiss researchers and prac titioners. The Swiss group has succeeded in developing a unifying framework that makes a major contri bution to environmental policy analysis. The framework broadens policy thinking by giving se rious treatment to underutilized strategies that rely on communication and informal influence as well as to well-studied ones that rely on technological change, regulation, and economic forces. Nothing affects the modern economy (and society) more than decisions made in the market place, especially, but not only, decisions made by consumers. Although it is not startling to suggest that decisions made in production are affected by choices consumers make, consumers have long been viewed, not only by academic economists, as individual, isolated rational actors that make or refrain from purchases purely on the basis of narrow financial considerations. Markets are not and never were morally neutral. Market relations have always had an often taken-for-granted moral underpinning. The moralization of the markets refers to the dissolution and replacement of the conventional moral underpinnings of market conduct, for example, in the music market, financial markets, and corporate governance. It further implies not only the heightened importance of new ethical precepts, but the significant change in the role of moral ideals in market behavior. These profound transformations of economic conduct are accompanied and co-determined by societal conflicts. The moralization of markets represents thus a new stage in the social evolution of markets. The book is divided into four parts, in which the twelve chapters, written by contributors from different social science disciplines, deal with the context of the moralization of the markets; the major social institutions; and present case studies that examine European and American attitudes and behavior towards tobacco and GMO; expansion of the private and ethics in business; and how workers respond to the new corporate norms.
