International Arms Trade has always been a powerful and multi-functional constituent of world politics and international diplomacy. Sending military advisors abroad and promoting arms sales, each legitimizing and supporting the other, became indispensable tools of alliance-making starting from the eve of the First World War until today. To the German Empire, as a relative latecomer to imperialistic rivalry in the struggle for colonies around the word in the late 19th century, arms exports performed a decisive service in stimulating and strengthening the German military-based expansionist economic foreign policy and provided effective tools to create new alliances around the globe. Therefore, from the outset, the German armament firms' marketing and sales operations to the global arms market but especially to the Ottoman Empire, under the rule of Sultan Abdülhamid II, were openly and strongly supported by Kaiser Wilhelm II, Bismarck and the other decision-makers in German Foreign Policy. Based on extensive multinational archival research in Germany, Turkey, Britain and the United States, Arming the Sultan explores the decisive impact of arms exports on the formation and stimulation of Germany's expansionist foreign economic policy towards the Ottoman Empire. In September 1911, Italy declared war on the once mighty, transcontinental Ottoman Empire _ but it was an Empire in decline. Until recently, the historiography of Middle Eastern economic elites during the first globalization has ignored the significant role played by Muslim tujjār (big merchant-entrepreneurs). Foreign firms and local minorities were considered the prime agents of economic change and the initiators of economic growth. The 12 studies in this volume show that the Muslim tujjār played a major economic role in various regions of the Middle East during the late nineteenth and early twentieth centuries. Their investments, mainly in commercial agriculture, resulted in economic growth and changed economic structures and social relations in many Middle Eastern communities. They were also involved in political developments, some of which had a dramatic effect on the history of their countries, as for instance in late Qajar Iran. They also played a unique role in the process of cultural change. Although they supported the ʿulamāʾ financially, they also contributed to the establishment of new educational and cultural institutions. The story of the tujjār is unique in the sense that it was the only indigenous elite group in the pre-World War I Middle East to bridge between traditional forces and concepts and Western attitudes and practices. This book dedicated to Suraiya Faroqhi shows that the early modern world was not only characterized by its having been split up into states with closed frontiers. Writing history “from the bottom”, by treating the Ottoman Empire and other countries as “subjects of history”, reduces the importance of political borders for doing historical research. Each social, economic and religious group had its own world-view and in most of the cases the borders of these communities were not identical with the political frontiers. Regarding the Ottoman Empire and the other early modern states as systems of different ecumenical communities rather than only as political units offers a different approach to a better understanding of the various ways in which their subjects interacted. In this context the term ecumenical community designates social, religious and economic groups building up cross-border communities.
