Juli 1952, sowie der Unterzeichnung der Römischen Verträge im Jahre 1957 wurde der Grundstein für die wirtschaftliche Integration Europas gelegt. Aus der Zusammenarbeit von zunächst sechs europäischen Staaten hat sich in mehreren Etappen eines der erfolgreichsten supranationalen Integrationsmodelle entwickelt. Mittlerweile ist die Anzahl der Mitgliedstaaten auf 15 angewachsen, der Schlußpunkt der Entwicklung ist aber noch nicht erreicht. Bedeutende Fortschritte auf dem Weg zur wirtschaftlichen und politischen Integration Europas wurden insbesondere erzielt, durch die Einheitliche Europäische Akte von 1986, den Vertrag von Maastricht 1992, den Vertrag von Amsterdam 1997 sowie den ebenfalls in diesem Zusammenhang beschlossenen Stabilitäts- und Wachstumspakt. 1 Dem Rat der Europäischen Union (vgl. Art. 202 EGV) kommt bei diesem fortschreitenden Integrationsprozeß insofern eine besondere Bedeutung zu als er die maßgeblich politische und rechtsetzende Institution innerhalb der Organe der Europäischen Gemeinschaft darstellt.2 Ziel dieser Arbeit ist es daher, die wesentlichen Kompetenzen des Rates der Europäischen Union darzustellen und insbesondere die Befugnisse, die sich nach dem Vertrag von Maastricht im Rahmen des Ziels einer Wirtschaftsunion ergeben zu erläutern. Zu diesem Zweck soll in einem ersten Abschnitt zunächst das grundsätzliche Verhältnis der Europäischen Gemeinschaft zu den Mitgliedstaaten auf dem Gebiet der Wirtschaftspolitik sowie die Befugnisse der Europäischen Gemeinschaft in diesem Bereich dargestellt werden. Sodann werden in einem zweiten Abschnitt die speziellen Befugnisse des Rates im Hinblick auf die Wirtschaftspolitik vorgestellt. Schließlich wird in einem dritten Abschnitt ein kurzes Fazit über die bisherige Entwicklung und ein Ausblick auf zukünftige Tendenzen gegeben. [...]
