One of the fundamental challenges facing modern welfare states is the question of work-family reconciliation. An increasing share of mothers work, but many European welfare states do not adequately support the dual-earner model, especially in southern Europe. After 2005, German policy-makers transformed the nature of Germany’s family policy regime through a number of legislative measures, whilst Italy, a country with many similarities, witnessed little change. Using a multi-methods approach, this book addresses the puzzle of why Germany was able to implement far-reaching reforms in this policy area after a long impasse and Italy was not. As such, it delivers a broad, systematic account of these reforms and sheds light on why similar reforms were not also adopted in other similar welfare states at the same time. More generally, it contributes to understanding the determinants of welfare policy change in modern European welfare states. This text will be of key interest to scholars, students and professionals working on topics linked to European politics, welfare and work-family policies, comparative politics, social policy, and more broadly to political science and gender studies.

The study of welfare can illuminate debate about some of the grand themes in modern Italian history - the question of the success or failure of nation-building; the question of the relative strengths and weaknesses of the state; and the question of continuity and discontinuity from liberalism to fascism. It can also deepen understanding of one of the most pressing problems confronting historians of Italian fascism - the question of the actual impact of fascist rule on Italian society. Il volume nasce dal presupposto che sempre di più l'utenza immigrata sarà l'utenza dei nostri servizi alla persona, del nostro welfare. Tale presenza richiede di ripensare il nostro welfare, le metodologie operative e le culture organizzative. Di questo si discute nel volume proprio a partire da esperienze sul campo. Abbiamo raccolto e ricostruito alcune sperimentazioni innovative che possiamo considerare a tutti gli effetti buone pratiche organizzative. Di esse si descrive il progetto iniziale, il processo seguito nell'implementazione e in alcuni casi quali cambiamenti organizzativi sono stati necessari per adeguare i servizi all'utenza che cambia. Le costanti che troviamo in tutti i contributi qui proposti, e che possiamo considerare suggerimenti metodologici, sono l'importanza del lavoro in rete e la flessibilità mentale e organizzativa che hanno accompagnato le sperimentazioni e i diversi progetti, in relazione alle specifiche culture organizzative. Dopo un'introduzione contenente un'analisi delle variabili che incidono sull'uso dei servizi in presenza di immigrati e su quali sono le possibili strategie metodologiche e operative necessarie per adeguare le culture organizzative e le prassi, il volume contiene la descrizione di alcune esperienze di eccellenza implementate sul territorio italiano. Le esperienze si riferiscono sia a servizi - o rete di servizi - dell'area materno infantile sia all'area consultoriali, vi sono poi contributi inerenti i servizi per l'infanzia e la famiglia, e organismi di terzo settore, esperienze legate al circuito carcerario. Il volume contiene anche una recente ricerca sui modelli di risposta dei servizi all'utenza che cambia e un'appendice metodologica utile per comprendere le culture organizzative.
