In the digital age, schools are a central part of a nationwide effort to make access to technology more equitable, so that all young people, regardless of identity or background, have the opportunity to engage with the technologies that are essential to modern life. Most students, however, come to school with digital knowledge they’ve already acquired from the range of activities they participate in with peers online. Yet, teachers, as Matthew H. Rafalow reveals in Digital Divisions, interpret these technological skills very differently based on the race and class of their student body. While teachers praise affluent White students for being “innovative” when they bring preexisting and sometimes disruptive tech skills into their classrooms, less affluent students of color do not receive such recognition for the same behavior. Digital skills exhibited by middle class, Asian American students render them “hackers,” while the creative digital skills of working-class, Latinx students are either ignored or earn them labels troublemakers. Rafalow finds in his study of three California middle schools that students of all backgrounds use digital technology with sophistication and creativity, but only the teachers in the school serving predominantly White, affluent students help translate the digital skills students develop through their digital play into educational capital. Digital Divisions provides an in-depth look at how teachers operate as gatekeepers for students’ potential, reacting differently according to the race and class of their student body. As a result, Rafalow shows us that the digital divide is much more than a matter of access: it’s about how schools perceive the value of digital technology and then use them day-to-day.

Ambiguous in nature, the digital divide has come to mean, in relative terms, the gap differentiating the technology haves and have-nots. However, this understanding fails to embody the true nature of the digital divide and the inequities of the current political economy of information. How can the digital divide be understood, instead, as a representation of broader inequities beyond a discrepancy in available technology? Who holds the power within the current political economy of information? How is this power unevenly distributed? How is telecommunications infrastructure important for the development of equitable and just communities? My research examines these questions through case study analysis of the Connected Capital Area Broadband Consortium (CCABC) a collaborative initiative in the Sacramento region seeking to enhance access to and adoption of broadband internet, the prominent telecommunications technology of our time.

Across the globe, daily economic, social, and political activities increasingly revolve around the use of content on the Internet. This content influences our understandings of, and interactions with, our social environment. Yet it is remarkable how little we know about the broader contexts in which much of that content in created. As such, this chapter sets out to comprehensively uncover: (1) where Internet content is being created; (2) whether the amount of content created in different places is changing over time; and (3) the ways in which landscapes of content are structured and formed. Mapping the geographic diversity and concentration of a broad variety of sources of online content is ultimately crucial to develop more informed strategies to combat digital divides and ultimately benefit those who are left out of flows of information.

Information is the raw material for much of the work that goes on in the contemporary global economy, and there are few people and places that remain entirely disconnected from international and global economic processes (Castells 1996). Information, and ultimately knowledge, is the carrier for the myriad signals needed for such markets to constantly be enacted, performed and understood. As such, it is important to understand who produces and reproduces, who has access, and who and where are represented by information in our contemporary knowledge economy. This chapter discusses inequalities in traditional knowledge and information geographies, before moving to examine the Internet-era potentials for new and more inclusionary patterns. It concludes that rather than democratizing platforms of knowledge sharing, the Internet seems to be enabling a digital division of labour in which the visibility, voice and power of the North is reinforced rather than diminished.

There are now over three billion Internet users on our planet. The connections afforded to all of those people, in theory, allow for an unprecedented amount of communication and public participation. The goal of this paper is to examine how those potentials match up to actual patterns of participation. By focusing on Wikipedia, the world's largest and most used repository of user-generated content, we are able to gain important insights into the geographies of voice and participation. This paper shows that the relative democratisation of the Internet has not brought about a concurrent democratisation of voice and participation. Despite the fact that it is widely used around the world, Wikipedia is characterized by highly uneven geographies of participation. The goal of highlighting these inequalities is not to suggest that they are insurmountable. Our regression analysis shows that the availability of broadband is a clear factor in the propensity of people to participate on Wikipedia. However, the relationship is not a linear one. As a country approaches levels of connectivity above about 450,000 broadband Internet connections, the ability of broadband access to positively affect participation keeps increasing. Complicating this issue is the fact that participation from the world's economic peripheries tends to focus on editing about the world's cores rather than their own local regions. These results ultimately point to an informational magnetism that is cast by the world's economic cores; virtuous and vicious cycles that make it difficult to reconfigure networks and hierarchies of knowledge production.

Much of the discussion about new technologies and social equality has focused on the oversimplified notion of a "digital divide." Technology and Social Inclusion moves beyond the limited view of haves and have-nots to analyze the different forms of access to information and communication technologies. Drawing on theory from political science, economics, sociology, psychology, communications, education, and linguistics, the book examines the ways in which differing access to technology contributes to social and economic stratification or inclusion. The book takes a global perspective, presenting case studies from developed and developing countries, including Brazil, China, Egypt, India, and the United States. A central premise is that, in today's society, the ability to access, adapt, and create knowledge using information and communication technologies is critical to social inclusion. This focus on social inclusion shifts the discussion of the "digital divide" from gaps to be overcome by providing equipment to social development challenges to be addressed through the effective integration of technology into communities, institutions, and societies. What is most important is not so much the physical availability of computers and the Internet but rather people's ability to make use of those technologies to engage in meaningful social practices.
